Daegu City Requests Investigation into 4 Public Officials Suspected of Speculation in Suseong-gu Yeonho Housing District

Second Investigation of Senior Officials and Urban Corporation Employees' Families Until June
[Asia Economy Yeongnam Reporting Headquarters Reporter Park Dong-wook] Daegu City announced on the 8th that it has requested a police investigation into four public officials suspected of speculation in the Yeonho Public Housing District in Suseong-gu.
A joint investigation team of 40 members from the city and district/county, led by Deputy Mayor Chae Hong-ho, conducted a first comprehensive investigation into speculation allegations involving 15,408 current and former employees of the city hall, district/county offices, and Daegu Urban Corporation from March 15 to May 5, spanning 22 days.
The investigation covered a total of 13,920 land parcels across 12 districts, including 9,159 parcels in five districts under the LH (Korea Land and Housing Corporation) project, such as the Yeonho Public Housing District, and 4,761 parcels in seven districts under the Daegu Urban Corporation project, including the Suseong Medical District.
The investigation team used acquisition tax payment data to verify land ownership and transaction details for the relevant parcels and then conducted investigations on suspects of illegal activities. The scope of the investigation included all land transactions from five years before designation to the compensation date for completed development projects, and all transactions up to the present for projects where compensation is not yet complete.
Upon reviewing acquisition tax payment data for the 15,408 subjects and within the investigation scope, a total of 16 city hall or district/county officials were found to have owned or traded real estate in the investigated projects (21 cases), all of whom acquired the real estate within the investigation period.
The joint investigation team excluded seven individuals from suspicion of speculation due to inheritance from parents (4 people), gifts (2 people), and purchases before appointment (1 person), and selected nine suspected speculators for in-depth investigation.
As a result, five individuals who acquired land within the Technopolis Industrial Complex showed no suspicious signs of speculation regarding acquisition circumstances, purpose, funding methods, or land use status. However, the remaining four who acquired land in the Yeonho Public Housing District were judged likely to have engaged in speculative activities aiming for compensation profits.
The four individuals referred for investigation include three city hall employees and one Suseong-gu office staff member. Their ranks are one grade 4, one grade 5, and two grade 6 officials.
Following this first investigation, Daegu City plans to conduct a second investigation from mid-April to the end of June targeting spouses and direct relatives of 1,562 senior officials at grade 5 or above in city hall and district/county offices, as well as all current and former employees of Daegu Urban Corporation, totaling 6,248 people.

Daegu Mayor Kwon Young-jin stated, "We will actively cooperate with the police and related agencies to conduct the remaining second investigation transparently and thoroughly, leaving no room for suspicion. We will also take strict action against any illegal activities found to ensure public officials and city administration are trusted by citizens."
