On the 6th (local time), the San Francisco City Council passed a resolution condemning Ramseyer's paper "The Sexual Contract of the Pacific War," stating that it denies the history of the Japanese imperial military sexually enslaving hundreds of thousands of women during the Pacific War.
The city council consists of a total of 11 members, and the resolution was passed unanimously.
In the resolution, the council stated, "The international community, historical records, historical research, and testimonies acknowledge that 200,000 to 500,000 young women and girls were forcibly made sexual slaves, and these women are known as comfort women." It also stated, "The majority of these women, who came from China and Korea, were forced to provide sexual services to the Japanese military, and some were regularly raped 10 to 40 times." It further pointed out, "Ramseyer's paper denies this historical truth and claims that the women entered into a fair contract to provide sexual services based on game theory, not coercion or force."
The resolution stated, "The San Francisco City Council condemns Ramseyer's paper and urges the International Review of Law and Economics (IRLE), which decided to publish the paper, to retract its publication."
This resolution was proposed and adopted by the Comfort Women Justice Coalition (CWJC), a comfort women human rights organization mainly composed of Chinese Americans, and the Jin-duk Kim and Kyung-sik Jung Foundation (representative Han-il Kim), which has been campaigning for comfort women and Dokdo issues, at the San Francisco City Council.
