[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government announced on the 31st that it has newly introduced and fully implemented the 'Mobile Electronic Notification' from the 30th, allowing residents to easily check and pay their water bills via a smartphone application and text messages instead of paper bills.
There are 2.2 million water meters managed by the Seoul city government. Water bills are issued every two months, and the city sends out an average of 1,005,000 billing statements monthly. Among these, the number of paper bills issued is 939,000, accounting for 94%. In contrast, electronic notifications such as emails only account for 65,000, meaning the issuance and delivery of paper bills overwhelmingly dominate.
The city plans to drastically reduce the issuance of paper bills by fully implementing mobile notifications in line with the expansion of remote meter reading, non-face-to-face services, and the transition to a digital society. In particular, the goal is to increase the electronic notification subscription rate, currently only 6%, to 30% by 2023.
'Mobile Electronic Notification' can be used in two ways: text notifications received on personal mobile phones and app notifications received through smartphone simple payment apps. Text notifications can be received via mobile phone text messages (MMS) or KakaoTalk AlimTalk. App notifications allow users to view bills through smartphone simple payment apps.
When receiving water bills via mobile electronic notification, users can get a 1% discount on water charges, with a minimum of 200 KRW and a maximum of 1,000 KRW. However, if both mobile electronic notification and paper bills are requested simultaneously, the discount will not apply.
Baek Ho, head of the Seoul Waterworks Headquarters, said, "We have been able to provide economical and eco-friendly administrative services by reducing the issuance of hundreds of thousands of paper water bills monthly," and added, "We hope many citizens will apply for the mobile electronic notification, which allows for more convenient checking and payment of water bills."
To receive billing statements via text, residents can apply by calling the 120 Dasan Call Center or the local waterworks office, or apply online through the Arisu Cyber Customer Center website by navigating to Online Civil Service Application → Electronic Notification New/Change/Cancel to request text notifications. For the mobile app, after signing up and logging in to smartphone simple payment apps (Payco, Shinhan PayFAN, KakaoPay, Naver), users can apply for mobile bills by tapping the Seoul Waterworks tab in the electronic document box (Payco) or by selecting water charges in My Bill & Pay (Shinhan PayFAN).
