Introduction of 'Data Officers' to Lead Data-Driven Administrative Innovation Among Ministries, Local Governments, and Public Institutions
On the 30th, the 1st Data-Driven Administration Chief Officers Meeting Held
[Asia Economy Reporter Lim Cheol-young] A ‘Data-Based Administration Officer’ who will lead data-driven administrative innovation is being introduced in central government ministries, local governments, and public institutions, and the ‘Data-Based Administration Officer Council,’ a consultative body of these officers, is officially launched.
The Ministry of the Interior and Safety held the ‘1st Data-Based Administration Officer Council’ online video meeting on the 30th to share this year’s data-driven administration promotion directions and gather opinions from each institution. The ‘Data-Based Administration Officer Council’ is a government consultative body where data-based administration officers from central ministries, local governments, and public institutions gather to discuss practical issues related to data-driven administration.
At the first meeting of the council, key topics such as the ‘Data-Based Administration Officer Council’s composition and operation plan’ and the ‘2021 data-driven administration promotion directions’ were discussed. According to the Data-Based Administration Act, each institution’s data-based administration officer is responsible for managing the institution’s data status and supporting data sharing and analysis.
Additionally, the officers participate in quarterly council meetings to discuss current issues in data-driven administration and collaboration methods between institutions. Depending on the matter, sector-specific consultative bodies in areas such as disaster safety, environment, and welfare are formed to promote data-driven administrative innovation.
The council discusses the foundation for promoting data-driven administration to be properly established in each ministry and supports the sharing and dissemination of excellent administrative innovation cases.
The Ministry of the Interior and Safety plans to activate data-driven administration early by establishing the Government Integrated Data Analysis Center to support the resolution of national tasks and policy issues through government-wide data analysis, and to discover cases of data-based improvements in public services in fields such as disaster safety, welfare, and civil affairs.
Furthermore, to activate data-driven administration across all ministries, customized data-driven administration education programs will be developed and disseminated for users such as data-based administration officers, data managers, and frontline public officials.
The Ministry expects that data-based administration officers will manage, oversee, and coordinate public data, thereby accelerating data sharing among institutions.

Deputy Minister Lee Jae-young stated, “We will promptly materialize the difficulties and suggestions raised by each institution through the council and reflect them in policies,” and added, “We will do our best to root a data-driven administrative culture in institutions in the era of the 4th Industrial Revolution and realize intelligent administrative services.”
