Gwanak-gu Announces Detailed 2021 Job Creation Plan... Steady Progress Toward 32,934 Jobs Created in 7th Elected Term
Expanding Public Job Opportunities, Establishing Gwanak S-Valley Startup Infrastructure, Building Social Service Job Foundations, and Various Efforts for Customized Job Connections
[Asia Economy Reporter Jong-il Park] Gwanak-gu (Mayor Park Jun-hee) has established and announced a detailed job plan for 2021 in accordance with the local job target disclosure system.
Amid the severe employment situation, including a continued decline in employment due to the unprecedented spread of COVID-19, the district aims to strengthen the employment safety net and achieve job creation results through systematic job policy implementation.
The local job target disclosure system is a regional employment activation policy whereby the head of a local government presents job creation goals and measures to be pursued during their term according to Article 9-2 of the Framework Act on Employment Policy, and confirms and announces the progress of these efforts.
Since the launch of the 7th local government administration, the district set a goal of creating 32,934 jobs over four years. Subsequently, it created 9,733 jobs in 2019 (target 8,145) and 10,874 jobs in 2020 (target 9,058), achieving an outstanding 120% of the target.
In particular, as of December last year, the number of employment insurance subscribers reported by local businesses over the year was 56,096, exceeding the initial target of 51,770 by 108.4%, objectively demonstrating Gwanak-gu’s efforts amid the employment crisis caused by COVID-19.
The district announced the 2021 job creation target as 9,656 and the employment insurance subscriber target as 52,587, setting these annually higher than the existing comprehensive plan goals of the 7th local government administration to ensure the livelihood stability of residents facing employment difficulties.
Meanwhile, the detailed job plan for 2021 includes 13 projects in four areas: ▲ promoting the Starlight Sinsari commercial district renaissance project and expanding support for small and medium enterprises and small business owners to establish a regional economic safety net through social economy activation ▲ creating future-oriented jobs such as building startup infrastructure for Gwanak S Valley and promoting youth employment ▲ establishing a social service job base including self-support work, childcare and care services, and jobs for the disabled ▲ expanding public jobs to overcome COVID-19, strengthening job platforms, linking customized jobs, and efforts to improve employment culture.

Mayor Park Jun-hee said, “We will alleviate the employment shock through various job creation efforts for residents suffering economic difficulties due to the prolonged COVID-19 pandemic,” adding, “We will continue to do our best to revitalize the local economy, which has been stagnated by COVID-19, by implementing various job projects that can help stabilize the lives of residents facing employment difficulties.”
