Low Enrollment Rates for Construction Workers in National Pension and Health Insurance at Early 20% Range
[Asia Economy Reporter Lim Cheol-young] Six months after Seoul announced support for weekly holiday pay for construction site workers last year, the number of workers receiving weekly holiday pay increased by 12 percentage points. Seoul has been providing weekly holiday pay equivalent to one day's wage since July last year to ensure paid holidays for construction day laborers who work five days a week at a single site.
According to Seoul City on the 29th, an analysis of wages over six months at 33 public construction sites after the support for weekly holiday pay showed that the proportion of workers receiving weekly holiday pay rose from 13.4% to 25.4%, and the total amount paid for weekly holiday pay increased by 58%, from 58 million KRW to 108 million KRW. The survey covered about 1,000 workers at 33 construction sites commissioned by Seoul City.
Going forward, Seoul plans to support workers' social insurance premiums as well. Construction companies will first settle the workers' share of social insurance premiums with the workers, and the city will reimburse the companies afterward. To this end, Seoul City plans to closely coordinate with the Seoul City Council on related ordinance amendments. This is in consideration of the fact that the enrollment rates for national pension and health insurance among construction workers are in the low 20% range, which is lower compared to other industries.
Han Je-hyun, Director General of Safety at Seoul City, said, "For the construction industry, which has driven national economic growth and job creation in the past, improving workers' employment conditions must be prioritized for qualitative growth. We will continue to promote projects that serve as a catalyst for innovation in construction jobs and strive to expand these efforts to private construction sites so that many workers can work stably within the social system."
