Yeongdeungpo-gu Provides Emergency Temporary Housing for Vulnerable Groups
In December Last Year, the Region's First Emergency Temporary Housing Installed for Vulnerable Households... Crisis Children Living in Motels to Temporarily Reside in Housing-Poor Families
[Asia Economy Reporter Jongil Park] Yeongdeungpo-gu (Mayor Chae Hyun-il) has established the district's first emergency temporary housing to guarantee housing welfare for vulnerable households facing eviction.
Due to COVID-19, job and income losses have increased the number of households at risk of forced eviction due to rent arrears. As a result, crisis households without temporary residences often leave the area or move between motels and goshiwons.
Similar to about 50 emergency temporary housing cases operated within Seoul, the need for emergency temporary housing in Yeongdeungpo was raised to prepare for situations requiring urgent shelter.
Accordingly, the "Yeongdeungpo-gu Child Housing Rights Improvement Private Network (6 welfare organizations)," formed in October 2019, first discussed the necessity of emergency temporary housing.
As a result, in November 2020, through a tripartite agreement among the Green Umbrella Children’s Foundation Yeongdeungpo Comprehensive Social Welfare Center (Director Lee Chung-ro), Yeongdeungpo Housing Welfare Center (Center Director Kim Wansu), and Housing Welfare Solidarity (Chairman Nam Sang-o), the district’s first emergency temporary housing was established in December last year.
The emergency temporary housing prepared in Yangpyeong-dong, Yeongdeungpo-gu, is approximately 20㎡ with two rooms and can be occupied for up to one year until permanent housing is secured. It is also equipped with all necessary appliances and furniture for daily living.
Through this, the district has taken the first step in guaranteeing housing rights for housing-poor households facing eviction due to various reasons such as lease expiration or unpaid rent.
The newly established emergency temporary housing will serve as temporary accommodation for households at risk of losing their homes and as transitional housing to improve housing welfare.
Additionally, through integrated public-private case management, the district plans to support the housing welfare improvement of vulnerable crisis households residing there.
The first occupants of this emergency temporary housing were identified and selected as crisis child housing-poor households living in motels. The district plans to provide stable housing for these households through emergency case management.
Lee Chung-ro, Director of Yeongdeungpo Comprehensive Social Welfare Center, stated, “In the future, we will form a housing network with more organizations beyond the current network institutions and take the lead in various projects to improve housing rights for child housing-poor households in Yeongdeungpo-gu.”
Kim Wansu, Director of Yeongdeungpo Housing Welfare Center, also said, “We will strive to ensure that the district’s first emergency temporary housing can be used as transitional housing to guarantee stable housing rights and a happy life for housing-poor child households.”

Yeongdeungpo-gu Mayor Chae Hyun-il said, “Starting with this project, we will spare no support to ensure that emergency temporary housing in the district plays a pivotal role in securing stable housing and establishes itself as a housing welfare system that complements the limitations of public housing support programs.”
