Gwangju Seo-gu Council Passes Ordinance Amendment for 'Artist Rights Protection'

[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] The Seo-gu Council of Gwangju Metropolitan City announced on the 21st that the "Partial Amendment Ordinance on the Promotion of Welfare for Artists in Seo-gu, Gwangju Metropolitan City," aimed at protecting the rights of artists and promoting local culture and arts, was approved by the standing committee.
The amendment ordinance, proposed by Seo-gu Councilor Jeon Seung-il, mainly focuses on expanding welfare promotion projects and establishing support grounds for local artists who are experiencing difficulties in maintaining their livelihoods and cultural and artistic activities due to the suspension of various performances and events caused by COVID-19.
The amendment includes ▲ definitions of terms such as ‘artist’ and ‘vulnerable art groups’ ▲ regulations on projects related to the promotion of artists' welfare ▲ support for expenses related to artists' welfare promotion projects ▲ financial matters concerning cultural and artistic activities of vulnerable art groups ▲ matters related to supporting the participation of local artists.
Notably, this ordinance includes, for the first time nationwide, provisions for subscribing to event cancellation compensation insurance for cultural artists.
Event cancellation compensation insurance is insurance that covers the financial losses incurred by event planners when scheduled events cannot be properly held due to unforeseen weather conditions or other factors.
It is expected to provide an appropriate compensation plan for event planners and artists who have had to bear the full brunt of damages caused by event cancellations, thereby revitalizing the stagnant arts industry.

Councilor Jeon Seung-il said, “Considering that the cultural and artistic sector has suffered the greatest losses due to the COVID-19 crisis,” adding, “It was necessary to establish a systematic support system so that cultural artists can focus on creative activities in a more stable environment, which led to the amendment of the ordinance.”
