'Online School Opening' EBS Real-Time Lecture Streaming Public Officials Awarded for 'Proactive Administration'
Ministry of Personnel Management and Ministry of the Interior and Safety Present First Awards of the Year for Public Service Excellence Enhancing Citizen Experience
[Asia Economy Reporter Ryu Jeong-min] A public official from the Ministry of Science and ICT, who helped prepare for online school openings for elementary, middle, and high schools by promoting the live broadcast of EBS lectures amid the COVID-19 crisis, will receive an 'Active Administration' award. A public official from the Ministry of Health and Welfare, who protected the health of citizens and medical staff through telephone non-face-to-face medical consultations, will also be awarded.
The Ministry of Personnel Management announced on the 15th, "This year marks the first time awards have been given to those recognized for active administration, whose proactive and creative work has been tangibly felt by the public."
The Ministry of Personnel Management and the Ministry of the Interior and Safety selected 30 exemplary public officials from central administrative agencies, local governments, public institutions, and local public corporations as the '1st Active Administration Awardees.' From 28 organizations, 4 received medals, 6 received plaques, 8 received Presidential citations, and 12 received Prime Minister citations.
The Ministry of Personnel Management explained, "Awardees will receive at least one personnel benefit such as special promotion or salary increase, highest grade performance bonuses, additional points during evaluations, or priority selection for training," adding, "It is significant that the entire process?from candidate recommendation to review and verification?involved public participation, resulting in the selection of cases with high public impact."
Lee Do-gyu, Deputy Director of the Ministry of Science and ICT, who received the Presidential citation, devised a plan to broadcast EBS class videos for free just ten days before the online school opening for elementary, middle, and high schools due to COVID-19. He expedited the live broadcast of EBS lectures via interactive TV services over the internet (IPTV) and cable TV by simplifying the paid broadcasting registration procedures.
Yoo Jeong-min, Secretary of the Ministry of Health and Welfare, who received the Prime Minister citation, sought to resolve the COVID-19 spread situation through the innovative attempt of non-face-to-face medical consultations, which had not been previously allowed. Despite opposition from the medical community, he built consensus and improved regulations to allow consultations and prescriptions via telephone and other means.
Kim Jun-bae, Local Administrative Officer of Dongdaemun District Office in Seoul, who received a medal, established an intelligent (smart) waste discharge management system as a solution to the cumbersome waste reporting procedure for residents, which required purchasing and attaching a discharge report certificate for large waste disposal.
Lee Young-jun, Manager of Daegu Facilities Corporation, who received the Presidential citation, judged that it was practically difficult to prevent large-scale multi-vehicle accidents caused by black ice on roads during winter. He found a solution using big data and installed an eco-friendly road heating system in habitual freezing zones.

Hwang Seo-jong, Director of the Ministry of Personnel Management, said, "Active administration is a universal value of the entire public service, not limited to specific tasks or individuals," and added, "The awardees are those who gave value to their work and pursued active administration with conviction. We hope this will spread throughout the public service in the future."
