Yangcheon-gu New Public Officials Support Rational Organizational Culture for Organizational Adaptation
Reflecting on the Significance of Producing a Video Documenting the First 6 Months of Public Service to Improve the 'Sibo Tteok' Practice... Multifaceted Support for New Employees' Organizational Adaptation Including Enhanced Communication and Practical Skills Within the Organization
[Asia Economy Reporter Jongil Park] Yangcheon-gu (Mayor Kim Sooyoung) has taken a strong step forward to create a rational and healthy organizational culture where all employees can work happily.
First, they plan to boldly improve the socially controversial practice of ‘Sibo rice cake’.
They aim to transform the culture from the burden on probationary employees (Sibo) of giving rice cakes as a token of gratitude on the day their probation ends, into a culture where all employees celebrate the probation completion of new employees as members of the organization.
The district office plans to produce a video compiling precious memories of the first six months of public service, from the new employees’ appointment ceremony to their recent work, post it on the internal site, and hold an event where all employees leave congratulatory comments to cheer on the start of their public service careers.
Additionally, a meeting with the mayor will be held to encourage new employees to take pride in their public service careers.
Along with this, various support measures will be provided to help new employees adapt well to the organization, rather than just one-time events.
Since last year, as Seoul City’s new employee training has been conducted online and non-face-to-face, reducing bonding and opportunities to build intimacy among new employees, the district plans to operate a specialized ‘New Employee Workshop’ to promote bonding among new employees during this period.
They are also systematically promoting training to strengthen practical skills. Based on a survey of new employees to identify tasks they find difficult in practice, they run a training course called ‘Basic Public Service Practical Skills Course’ and spare no effort in providing mid- to long-term support to help new employees adapt to the organization with confidence in their work.
