Hospital Transportation Services for Disabled and Elderly, Regulatory Sandbox Initiative Underway

[Sejong=Asia Economy Reporter Son Seon-hee] The government is promoting a regulatory sandbox for services that transport vulnerable groups such as the disabled and the elderly to hospitals. Considering the social value of these services, it has decided to actively review the approval of demonstration exceptions.
On the afternoon of the 2nd, Koo Yoon-chul, Director of the Office for Government Policy Coordination, held the 11th New Industry Regulatory Innovation 4th Road Meeting at the Government Complex Seoul, themed "Regulatory Innovation in the Mobility Sector," to review and gather opinions on this matter.
Under current law, paid transportation of vulnerable groups using private vehicles is only permitted for the state and local governments, while private companies are prohibited. This has caused inconveniences such as restrictions on operating areas and long waiting times averaging 40 to 50 minutes. Accordingly, the government decided to apply demonstration exceptions to services that transport and accompany the disabled, elderly aged 65 and over, and those with mobility difficulties certified by medical opinions to hospitals, among the existing regulatory sandbox application projects.
This project is scheduled to be submitted to the next ICT Regulatory Special Committee, and if finally approved, companies will begin demonstration services after a preparation period. Beyond this project, if innovation and safety are recognized, related ministries plan to promptly and actively review and promote regulatory exceptions.
