Park Jumin: "Investigation-Prosecution Separation Bill 'Drafted'... Speed Control? Haven't Heard"
[Asia Economy Reporter Park Cheol-eung] Park Jumin, a member of the Democratic Party of Korea, announced that he has prepared a party-level bill to completely abolish the prosecution's investigative authority and establish a separate investigative agency. He serves as the head of the investigation-prosecution separation task force (TF) within the Democratic Party's prosecution reform special committee. Regarding the Blue House's calls for slowing down the process raised by some, he dismissed them, saying, "We have not heard anything about that at the TF level."
On the 24th, Park appeared on MBC Radio's 'Kim Jong-bae's Focus' and said, "At the TF level, the drafting of the bill has been completed to a certain extent." When asked if the special committee's proposal would be promoted as a party stance, he replied, "That is why the prosecution reform special committee was established at the party level."
Regarding whether the newly established investigative agency would be placed under the Ministry of Justice, he said, "It has not been finalized, but it is true that many members within the special committee have expressed that opinion," adding, "We have made considerable progress in de-prosecutorizing the Ministry of Justice and will continue to do so in the future. Therefore, even if it is decided to place it under the Ministry of Justice, I expect that problems like those in the past will not occur or will be very minimal."
Regarding the closed-door party-government consultation on the 23rd, he said, "At our party, especially at the investigation-prosecution separation TF level, we have not heard any official or unofficial talk about slowing down the process."

When asked how long the implementation would be postponed, he refrained from answering, saying, "It is difficult to confirm." Regarding the investigative agency's authority to request warrants, he mentioned, "The constitution stipulates that prosecutors request warrants. Therefore, it does not fit that the investigative agency would have the authority to request warrants in a structure without prosecutors."
