Public Institution Safety Management Ratings, First Evaluation This Year... Reflected in 'Management Assessment' from Next Year
[Asia Economy Reporter Son Seon-hee] The 'Safety Management Grading System' to diagnose the overall safety management status of public institutions will be implemented for the first time this year. From next year, the results of the safety management grading evaluation will be reflected in the management evaluation of public institutions.
Kang Seung-jun, Director of Fiscal Management at the Ministry of Economy and Finance, held the first full meeting of the Public Institution Safety Management Grading Evaluation Team at 4 p.m. on the 23rd at the PPS Hall of the Seoul Regional Public Procurement Service in Seocho-gu, Seoul, and finalized the '2021 Safety Management Grading System Implementation Plan and Evaluation Manual.' Attending the meeting were government members including Director Kang and directors from the Ministry of Employment and Labor, Ministry of Land, Infrastructure and Transport, and Ministry of Science and ICT; 30 safety experts from industry, academia, and research institutes as private members; and representatives from the Korea Occupational Safety and Health Agency, Korea Infrastructure Safety & Technology Corporation, and Korea Research Institute of Bioscience and Biotechnology as evaluation support organizations.
The evaluation team will begin document reviews and on-site verifications for 98 public institutions through subcommittee meetings based on four risk factors: workplaces, construction sites, facilities, and research facilities. The evaluation will be completed by the end of May, and the results will be reported to the Public Institution Management Committee (Gongunwi) by the end of June and then disclosed.
The evaluation targets are a total of 98 institutions, including 61 safety management-focused institutions possessing risk factors such as workplaces, construction sites, facilities, and research facilities, and 37 research institutes. Safety management-focused institutions are those that have had one or more fatal accidents in the past five years or possess hazardous workplaces.
The Ministry of Economy and Finance stated, "The public institution safety management grading system is a new initiative implemented for the first time this year, which is significant as it evaluates the overall safety management status and assigns grades." They added, "Through the safety management grading evaluation, it is expected to induce voluntary improvement of safety levels and establishment of a safety culture in public institutions, as well as contribute to the reduction of major accidents."
