On the 19th, the Ministry of Gender Equality and Family finalized the '2nd Basic Plan for Gender Equality Policy,' which will be promoted until next year, at the 12th Gender Equality Committee held at the Government Seoul Office, chaired by Prime Minister Chung Sye-kyun.
The government will first form a 'Female Senior Public Officials Appointment TF' to enable central administrative agencies to appoint more female senior public officials. For ministries that do not appoint female senior public officials, the appointment plans and implementation performance will be separately inspected.
This year, a gender equality-related management disclosure system will be introduced targeting local public enterprises, disclosing information such as employee status and gender wage status. The Ministry of Gender Equality and Family previously announced the '4th Basic Plan for Low Birthrate and Aging Society' and revealed plans to introduce a gender equality management disclosure system by 2025 for public institutions, local public corporations, listed companies, and financial companies.
The government will also newly designate eight disability-friendly obstetrics and gynecology clinics to guarantee the pregnancy and childbirth rights of women with severe disabilities, and plans to conduct the '2021 Gender Equality Survey' to understand public awareness of gender equality and policy demands.
Gender-sensitivity education will be made mandatory in the teacher training curricula of teachers' colleges and education departments. To promote gender equality awareness, the construction of the National Women's History Museum will also be actively pursued.
Along with this, the government finalized the '3rd National Action Plan for UN Security Council Resolution 1325,' which includes the enactment of the 'Anti-Human Trafficking Act' prohibiting human trafficking for the purpose of prostitution and sexual exploitation. Resolution 1325 is an international resolution on 'Women, Peace, and Security,' and Korea first established a national action plan in 2014, creating new plans every three years.
The government is promoting the enactment of the Anti-Human Trafficking Act, which prohibits by law the recruitment, transportation, transfer, concealment, delivery, or receipt of persons for the purposes of sexual exploitation, labor exploitation, organ removal, and other forms of human trafficking. The existing criminal law only defined 'sale' of a person as human trafficking, but this law adds concepts such as recruitment, transportation, and concealment. This aligns with the 'Act on Prevention of Human Trafficking and Exploitation and Protection of Victims' bill, which was introduced by Representative Lee Su-jin of the Democratic Party of Korea in December last year.

In the 'Relief and Recovery' sector of Resolution 1325, efforts will be strengthened to restore the honor and support the livelihood security of victims of the Japanese military sexual slavery, and a gender-sensitive perspective will be reflected step-by-step in the process of promoting international development cooperation projects. Additionally, new initiatives include promoting inter-Korean cooperation and exchanges related to women, peace, and security for building peace on the Korean Peninsula.
