Gwangju City Implements Issuance of Educational Electronic Notices and Cyber Civil Defense Training
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 12th that it will implement the distribution of electronic civil defense education notices and civil defense cyber education again this year, following last year, to prevent the spread of COVID-19.
According to civil defense-related regulations, civil defense members in their 1st to 4th year must attend 4 hours of group training annually, and those in their 5th year or beyond must respond to 1 hour of emergency assembly training; failure to comply results in fines.
In this regard, due to changes in living environments such as the recent increase in one person per household and complaints from residents about nighttime visits, community center neighborhood leaders experienced difficulties delivering paper notices. Additionally, many civil defense members who are daily workers have expressed burdens in attending group training.
Accordingly, Gwangju City reviewed and established the 2019 civil defense smart education project plan and has been actively implementing civil defense cyber education since last year to alleviate citizen inconvenience.
This year as well, civil defense members can receive notification messages for education and training notices via smartphone or PC, access the designated website, verify their identity, and receive electronic notices.
Furthermore, both 1st to 4th year civil defense members who attend 4 hours of group training annually and those in their 5th year or beyond who respond to 1 hour of emergency assembly training can complete their requirements by taking only 1 hour of cyber education and passing a designated test.
The cyber education content includes understanding civil defense, member duties and roles, chemical, biological, radiological, and nuclear (CBRN) defense, life rescue, first aid, and disaster preparedness action guidelines, providing useful information for civil defense situations or emergency responses.
The education is divided into first and second halves of the year, conducted as main education and supplementary education, with schedules starting from March to April by autonomous districts.
However, for members who find it difficult to receive electronic notices or attend cyber education due to unavoidable circumstances, paper notices and written education will be provided concurrently to minimize administrative service blind spots.

Moon Beom-su, Director of the Citizen Safety Office, stated, “We provide online services to ease the difficulties of civil defense members who are busy with economic activities such as working at jobs or self-employment, as well as neighborhood leaders at community centers, while preventing the spread of COVID-19.” He added, “We will continue to do our best to establish smart safety administrative services that enhance citizen convenience in line with changes in the administrative environment of the 4th Industrial Revolution era.”
