Seoul City Prevents Nighttime Pedestrian Accidents and Illegal Trash Dumping through Smart Regeneration
Mok3-dong, Doksan-dong U Market, Sinwol3-dong, and Other Resident-Discovered Local Issues Solved with Smart Technology
Application Open Until the 12th of Next Month for 25 Seoul Urban Regeneration Sites This Year... Up to 1.25 Billion KRW Support per Site
[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government is applying smart technologies to parking lots, crosswalks, alleys, and other areas in urban regeneration New Deal zones with weak infrastructure to address local issues desired by residents.
In Mok 3-dong, Yangcheon-gu, where crosswalks were usually hard to see at night, a "runway-type crosswalk" has been installed. LED lights that automatically turn on at night are embedded on both sides of the crosswalk like runway guide lights to prevent pedestrian accidents. Additionally, in areas troubled by habitual illegal dumping, surveillance cameras equipped with sensors have been installed to broadcast public warnings.
These changes were realized through the life-oriented urban regeneration smart technology support project started last year by the Seoul Metropolitan Government and the Ministry of Land, Infrastructure and Transport. This project improves living conditions in areas with weak infrastructure such as safety/fire, transportation, energy/environment, and daily life/welfare by solving local problems identified by residents with highly perceptible and easily commercialized smart technologies.
Last year, the first target sites in Seoul were selected as urban regeneration New Deal project areas including Mok 3-dong, Doksan-dong Fish Market, and Sinwol 3-dong, and the project is underway. Mok 3-dong and Doksan-dong Fish Market, selected for the smart technology support project, each received 1.25 billion KRW, and Sinwol 3-dong, selected for the smart urban regeneration project, received 7.5 billion KRW.
In Mok 3-dong, in addition to the runway-type crosswalk and illegal dumping surveillance cameras, five additional projects are underway (?contactless 24-hour unmanned smart library ?Kkaebi Market smart safe walking service ?Safe school route project ?Smart recycling service ?Smart home repair one-stop platform construction).
In Doksan-dong Fish Market, projects such as ?IoT-based smart rainwater inlet service for environmental improvements like odor control ?Creation of a safe and bright smart specialized street ?Installation of ‘Artificial Intelligence Pedestrian Alert’ for safe alleys ?Installation of ‘runway-type crosswalks’ at signal-free crosswalks are being implemented.
Sinwol 3-dong plans to implement projects including ?Zero CCTV blind spots ?Smart parking sharing system ?Artificial intelligence recycling sorting bins ?Installation of solar power generators and mobility charging stations ?Public Wi-Fi zones and smart benches.
This year, the city announced it will call for applications for the life-oriented urban regeneration smart technology support project targeting 25 urban regeneration New Deal project sites in Seoul to improve infrastructure. Applications are accepted by the city’s Regeneration Policy Division until March 12 (applications submitted by the autonomous districts of the project sites), and the final sites will be selected by the Ministry of Land, Infrastructure and Transport in April.
The target sites are 25 locations excluding the three sites selected last year for the smart technology support project?Mok 3-dong, Doksan-dong Fish Market?and Sinwol 3-dong, selected for smart urban regeneration, out of the 28 New Deal project sites in Seoul.
Each selected project site will receive up to 1.25 billion KRW (500 million KRW from the national government, 750 million KRW from the city and district governments). The Seoul Metropolitan Government and the Ministry of Land, Infrastructure and Transport plan to select projects with concrete execution plans that can be efficiently completed in a short period and have excellent perceptible effects.

Ryu Hoon, Director of the Seoul Metropolitan Government’s Urban Regeneration Office, said, “The purpose of this project is to dramatically improve the infrastructure facilities that have been lacking in each area by applying smart technologies,” and added, “We hope for much interest and participation so that the living conditions of residents in urban regeneration New Deal project areas can be dramatically improved.”
