Jeju Island Aims to Catch Two Rabbits: Revitalizing Casino Industry and Ensuring Soundness
Implementation of the 5-Year Comprehensive Plan for Secondary Casino Business
Establishing Resident Win-Win Policies and Strengthening Casino Competitiveness
[Asia Economy Honam Reporting Headquarters (Jeju) Reporter Park Chang-won] Jeju Special Self-Governing Province announced on the 4th that it plans to promote casino policies focused on revitalizing the casino industry by strengthening soundness through the advancement of casino management and supervision this year and effectively responding to the post-COVID-19 era.
The province plans to conduct the "2nd Five-Year Comprehensive Plan Research Service for the Casino Industry" to strengthen casino competitiveness by setting policy directions that can respond to new trend changes in the post-COVID-19 era and coexist with residents.
In addition, it will hold an international casino policy forum to share domestic and international changes after COVID-19 and separately identify various regulatory issues in the casino sector to prepare countermeasures for improvements within the first half of this year.
The province will also discover measures to boost the morale of the local casino industry, which has been stagnant due to COVID-19.
Although the casino industry has contributed to the development of the local tourism industry, there have been cases of institutional disadvantages due to the social perception of gambling industries, so it will promote a casino image improvement project.
Furthermore, by benchmarking domestic casino sector community contribution cases, it plans to discover regional cooperation projects where the Jeju casino industry and residents can coexist, such as strengthening social responsibility of the casino industry and preparing measures to reduce side effects.
Among industry executives and employees such as casino workers, those who excel in education will be selected and given opportunities to participate in domestic and international education programs, and educational content using the casino online education system established last year will also be expanded.
Along with this, it plans to further specify and increase the utilization of foreign tourist big data analysis materials and domestic and international trends, which started last May to support casino marketing.
The province will continue to develop the specialization of management and supervision to enhance transparency in the casino industry to an international level.
For the six key guidance and inspection areas, in addition to the existing accumulated supervision techniques, it plans to incorporate some online methods to establish a diversified and advanced supervision system.
The six areas of specialized casino inspections are ▲casino revenue investigation ▲inspection of illegal entrants among overseas migrants ▲anti-money laundering inspection ▲inspection of credit operation status to establish foreign exchange transaction order ▲casino equipment inspection ▲computer system inspection.

Kim Jae-woong, Director of the Tourism Bureau of the province, said, “Although it is a foreigner-only casino where domestic residents are not allowed to enter, there has been a negative image as a gambling industry. To resolve this, we will improve residents’ perceptions, strengthen casino management and supervision, and continuously promote coexistence development programs with the local community.”
