Harim Refutes Claims: "Development of Yangjaedong Urban Advanced Logistics Complex Is Not a Special Favor"
[Asia Economy Reporter Lim Hye-seon] Harim Industry on the 3rd responded to Seoul City's stance that ultra-high-density development is not allowed for the Yangjae-dong urban advanced logistics complex near Yangjae IC in Seocho-gu, Seoul, stating, "The Seoul Metropolitan Government's Urban Planning Bureau is claiming preferential treatment, but this is a negative framing of the incentives (investment promotion) stipulated by law as 'preferential treatment.'"
Seoul City pointed out on the same day, "Considering that the area around the site is a habitual traffic congestion zone, it is managed under Seoul's urban planning with a floor area ratio of 400% or less. Nevertheless, Harim is demanding ultra-high-rise, ultra-high-density development that conflicts with the existing Seoul urban plan simply because the site was selected as a pilot site for the urban advanced logistics complex in the Ministry of Land, Infrastructure and Transport's comprehensive logistics facility development plan."
Harim Industry explained, "We merely submitted a letter of intent applying the maximum floor area ratio allowed for the site according to the Ministry of Land, Infrastructure and Transport's logistics complex development guidelines, which state that 'the upper limit of the floor area ratio can be applied.'" They added, "The floor area ratio is reviewed and finalized by the Logistics Complex Planning Review Committee, composed of experts in urban planning, logistics location, architecture, transportation, and environment, considering traffic impact assessments and environmental impact assessments." They further claimed, "Over the past four years, during the process of promoting the urban advanced logistics complex project, we have already incurred losses of about 150 billion KRW due to financial costs, various taxes, and development service fees."
The Yangjae-dong urban advanced logistics complex is being developed on a 94,949㎡ (28,800 pyeong) site adjacent to the Gyeongbu Expressway Yangjae IC and the Gangnam Circular Urban Expressway. Harim Industry plans to install a green smart logistics complex and research and development support facilities that integrate cutting-edge technologies such as AI.

Harim Industry stated, "The Yangjae urban advanced logistics complex project is included in the national policy 'Korean New Deal and other private investment activation plans (July 2020)' promoted by the government for economic recovery after COVID-19." They appealed, "Please support the lawful, rational, and prompt promotion of the Yangjae site urban advanced logistics complex project in accordance with the Logistics Facilities Act, the Industrial Complex Procedure Simplification Act, and the Seoul City Logistics Complex Activation Support Ordinance, so that it can contribute to national economic recovery efforts and enhance Seoul's urban competitiveness."
