Fostering Creative Talent for the Future in the 4th Industrial Revolution Era... 2021 Yangcheon Innovation Education District Operation Plan
Support for Haewoori Safety Bus, coding and media literacy education to reduce learning gaps, promotion of village after-school classes for basic academic support... Strengthening youth autonomy activities and parent networks, digital competency training for village instructors, etc.
[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Kim Soo-young) announced the 2021 Yangcheon Innovation Education District operation plan.
Since 2016, the district has been promoting the Innovation Education District project, which builds a village education community through cooperation between schools and local communities to support the happy growth of children and adolescents.
Even in 2020, a year of many changes in the education sector due to COVID-19, the district implemented various projects to continuously promote innovation education.
Projects included 1:1 mentoring with Haewoori teachers to alleviate depression caused by COVID-19, small village after-school classes, Yangcheon village Seodang ‘Yanghyeondang’, Our Neighborhood Exploration Team in classrooms, online and offline Song4U children’s choir classes, providing five-sense home farm kits and career experience kits, offering online cultural and artistic creative experience lectures, virtual kimchi-making, and the Yangcheon-gu youth autonomous virtual gala show.
This year, the Yangcheon Innovation Education District will operate under the vision of ‘Happy Communication, Empathy, and Participation Schools within the Village’ with three goals: ▲forming a village education community through organic linkage between schools and villages ▲strengthening children and youth autonomous activities ▲expanding and maturing village education governance.
Additionally, in response to changing times, it will set additional goals of ▲nurturing future creative talents for the 4th Industrial Revolution era ▲blended face-to-face and non-face-to-face education in the With-Corona era ▲expanding parental participation and strengthening networks, and will proceed with the plan accordingly.
To this end, in 2021, the Yangcheon Innovation Education District will promote a total of 27 projects in four areas?village education linking schools and villages, youth autonomous activity support, parent network projects, and public-private-academic governance projects?with a total budget of 1.7 billion KRW supported jointly by Seoul City, the Office of Education, and the autonomous district.
New projects include support for Haewoori safety buses transporting students from school to experience sites (grades 1-2 in elementary school), media literacy education for proper information utilization and digital sensitivity enhancement (grade 5 in elementary school), 4th Industrial Revolution coding education (grade 6 in elementary school, all classes), and a village exploration program linked to the free semester system (grade 1 in middle school), all integrated with school classes.
Village after-school programs to strengthen the village education system will also be operated. These include the Song4U children’s choir class, Yangcheon village Seodang (Yanghyeondang), and exciting playgrounds. Separate programs will be established to address learning gaps and support basic academic skills amid the prolonged COVID-19 situation.
In addition to operating the youth autonomous committee and youth reporters group, a new operation team for the youth cultural cafe ‘Naeilgeurim’ will be formed to support youth rest, culture, and autonomous activities. To expand parental educational participation and strengthen networks, a new parent network support project will be launched.
Furthermore, digital competency training for village instructors responsible for village education will be conducted year-round to activate online learning and expand non-face-to-face education, enabling proactive responses to the rapidly changing educational environment.

Kim Soo-young, Mayor of Yangcheon-gu, said, “Experiencing the COVID-19 situation has made us realize the importance and value of education even more,” adding, “We will strengthen 4th Industrial Revolution education and blended face-to-face and non-face-to-face education in line with the times, and create an educational community where children and youth can grow happily through various activities that include learning and rest.”
