[Asia Economy Reporter Kim Bo-kyung] Support funds of 500,000 KRW will be provided to 90,000 low-income home care service workers and after-school program workers.
The Ministry of Employment and Labor and the Korea Workers' Compensation and Welfare Service announced on the 14th that they will provide a one-time support fund of 500,000 KRW per person to workers who have contributed to maintaining the public care system during the COVID-19 pandemic.
The support targets include home care services such as ▲home nursing care ▲customized elderly care ▲disability activity support ▲care for disabled children ▲household caregiving services ▲maternity and newborn services ▲childcare providers, as well as ▲after-school program workers.
Workers in these occupations may be eligible for support regardless of employment insurance enrollment or business registration status.
To receive the support fund, both employment and income requirements must be met.
First, as of the project announcement date (January 15, 2021), applicants must be engaged in eligible work and have provided labor for at least 60 hours per month for six or more months in the previous year.
In the case of after-school instructors, if they were unable to work due to reduced school hours following Ministry of Education guidelines, a 'contract confirmation letter' stamped by the school principal can substitute for the employment requirement.
The income requirement is that the annual income in 2019 must be 10 million KRW or less.
No separate supporting documents need to be submitted. Applicants will fill out whether they meet the employment and income requirements on the application form, and verification will be conducted collectively through related agency databases.
If the number of applicants exceeds the budget limit (90,000 people, 45 billion KRW), priority will be given to low-income applicants based on their 2019 annual income within the budget range.
The one-time support fund application can be submitted via PC on the website (welfare.kcomwel.or.kr/CareWorker.jsp) from 9 a.m. on the 25th until 6 p.m. on the 5th of next month.
During the first week of the application period on weekdays only, a five-day application system based on birth year will be implemented. From the 25th to the 29th, applicants can apply only on the designated day corresponding to the last digit of their birth year, and from the 30th to the 5th of next month, applications can be submitted freely.
If online application is difficult, applicants can visit the nearest Korea Workers' Compensation and Welfare Service office during the application period with their ID and personal authentication device (such as a smartphone) for assistance.
Payment of the support fund will be made collectively at the end of February after reviewing employment and income requirements.
