54 Billion Invested This Year in Building Public Innovation Platform
[Asia Economy Reporter Seulgina Jo] The Ministry of Science and ICT announced on the 14th that it will invest 5.4 billion KRW this year in the Public Innovation Platform Construction Project.
The Public Innovation Platform Construction Project differs from existing informatization projects by planning and building platforms that share public data and resources with the private sector, and supporting the creation of innovative services in the private sector based on these platforms.
This year, three platforms will be constructed: the "Export-Import Logistics Public-Private Data Sharing Platform," the "Eco-friendly Mobility Service Integrated Platform," and the "Jeju Cosmetics Material Open Platform." The total budget allocated is 5.4 billion KRW.
First, the Ministry of Oceans and Fisheries will build a platform that integrates and shares public and private export-import logistics data of ports, which were previously managed separately. By sharing real-time navigation information, it will optimize operations between shipping companies and ports, establish a smart maritime logistics system including integrated management of hazardous cargo information, and promote the creation of private services by supporting startups in maritime logistics through sharing technology development demands and connecting technology and manpower.
Daegu Metropolitan City will establish an integrated platform for eco-friendly mobility services encompassing electric vehicles, electric kickboards, shared bicycles, and public transportation. It will integrate mileage from eco-friendly transportation means and link it with local currency to facilitate convenient mobility use for Daegu citizens. Additionally, it will support the creation of various private services such as startups for electric vehicle charging businesses, linking idle spaces for shared kickboard parking, and new mobility insurance.
Jeju Special Self-Governing Province will build a platform that manages the entire production cycle of cosmetics materials using Jeju’s clean resources and shares customized cosmetics information. It will manage the step-by-step traceability information of raw materials, ingredients, and finished products using blockchain to simplify cosmetics certification procedures and provide safety information. Furthermore, it will support the growth of the cosmetics industry and strengthen the manufacturing ecosystem by connecting customized cosmetics consumers with formulation managers and sharing public production facilities.
In addition, the Ministry of Science and ICT will provide an additional 500 million KRW to support the demonstration of private innovative service development for the National Talent Development Intelligent Open Platform and the Digital Postal Logistics Sharing Platform, which were constructed last year.

Kim Jeongsam, Director of Software Policy at the Ministry of Science and ICT, stated, “Through the Public Innovation Platform project, we expect that integrating public information, which was managed separately by various entities, and providing it conveniently will improve the quality of public services. At the same time, the combination of public information and resources with diverse private ideas will actively foster startups and the creation of new services.” He added, “We will develop the Public Innovation Platform into a new national digital transformation model where the public and private sectors collaborate.”
