This was aimed at North Korea's military strengthening intentions and provocative remarks shown at the 8th Party Congress.
He said, "If North Korea escalates tensions with military provocations similar to those in the past immediately after the inauguration of the Biden administration, its isolation will only deepen," and added, "North Korea must stop all provocative actions and participate in the dialogue and cooperation opened by the Moon Jae-in administration's Korean Peninsula peace process."
He continued, "If actions similar to those in the past occur, please keep in mind that only the atmosphere of international blockade and sanctions will increase," warning, "Losing the opportunity will only bring about isolation and failure."
Floor Leader Kim also urged participation in COVID-19 quarantine and health cooperation. He said, "The North Korean authorities should actively respond to inter-Korean talks for quarantine and health cooperation proposed by our government," and added, "Kim Jong-un, General Secretary of the Workers' Party, would also prioritize the life and health of North Korean residents as a political goal and concern. COVID-19 health cooperation is a global common interest and a practical issue."

He further emphasized, "The North Korean authorities must realize that holding the hand of the Moon administration will open the path to North Korea-US talks and find the wisdom to participate in the international community as a normal state," and stressed, "Time is not only on North Korea's side. Opportunities do not come twice. Past actions that kicked away the chance for peace and prosperity due to misjudgment must not be repeated."
