Busan Urban Corporation Received 15 Billion KRW for Ilgwang New Town Management
Plans to Inject Over 10 Billion KRW in Military Funds... "Completely Transforming Ilgwang"
[Asia Economy Yeongnam Reporting Headquarters, Reporter Kim Yong-woo] Busan's Gijang-gun has decided to accelerate projects aimed at transforming Ilgwang-myeon, including Ilgwang New Town, into a premium city.
In addition to projects with already confirmed budgets, Gijang-gun unveiled a blueprint on the 12th for this year's projects to build a "Premium Ilgwang" with a total investment of 25 billion KRW.
They plan to inject an additional 10 billion KRW or more in county funds on top of the 15 billion KRW received from Busan Urban Corporation for the entrusted management expenses of Ilgwang New Town.
This year's ongoing projects include ▲ Ilgwang Library with a budget of 14.9 billion KRW (4.9 billion KRW national funds, 3.7 billion KRW city funds, 6.3 billion KRW county funds), ▲ Ilgwang Light·Water·Dream Education and Culture Town with 46.3 billion KRW (county funds), ▲ Ilgwang-myeon Office New Building with 11.6 billion KRW (5 billion KRW national funds, 2.5 billion KRW city funds, 4.1 billion KRW county funds), ▲ Ilgwangcheon Stream Walkway with 2.9 billion KRW (800 million KRW national funds, 2.1 billion KRW county funds), ▲ Ilgwang Beach Off-street Public Parking Lot with 8.4 billion KRW (3.2 billion KRW national funds, 1.3 billion KRW city funds, 3.9 billion KRW county funds), ▲ Gwangsan Village Saetteul Village Development with 1.55 billion KRW (1.2 billion KRW national funds, 100 million KRW city funds, 250 million KRW county funds), ▲ Indoor Gateball and Badminton Courts in Ilgwang Amusement Park (World Cup Village) with 3.59 billion KRW (600 million KRW national funds, 2.99 billion KRW county funds), and ▲ Ilgwang Amusement Park (World Cup Village) Walkway with 500 million KRW (county funds).
Additionally, Gijang-gun plans to continuously promote projects such as the Light Theme Road construction, Ilgwang New Town Light Theme Rose Palace project, walkway and hiking trail construction, and traffic congestion relief projects in Ilgwang New Town through supplementary budget acquisition.
■ Ilgwang Library
The "Ilgwang Library Construction Project" was selected last year in a government public contest, receiving 4.9 billion KRW in national funds and 3.7 billion KRW in city funds.
Ilgwang Library is being constructed at 197 Samsung-ri, Ilgwang-myeon, with a scale of one basement floor and four above-ground floors, at a total project cost of 14.9 billion KRW (4.9 billion KRW national funds, 3.7 billion KRW city funds, 6.3 billion KRW county funds), aiming for completion in 2022.
It is planned to be a state-of-the-art library equipped to prepare for the future digital era.
The Ilgwang Library construction project completed the preliminary review by the Busan Public Architecture Support Center in December last year and is currently preparing for planning deliberation and design competition.
They are accelerating the project with the goal of holding a design competition in the first half of 2021 and starting construction within the year.
■ Ilgwang Light·Water·Dream Education and Culture Town Construction Project
To accommodate the increasing administrative, educational, and cultural demands following the settlement in Ilgwang New Town, the "Ilgwang Light·Water·Dream Education and Culture Town Project" is underway.
It is being developed on San 22 and San 27, Samsung-ri, near Ilgwang New Town, Ilgwang-myeon, on a site area of 19,686㎡ and a total floor area of 9,022㎡, with one basement floor and four above-ground floors.
The Education and Culture Town project is scheduled from 2020 to 2024, with a total investment of 46.3 billion KRW.
Facilities include an underground parking lot, a large auditorium, rest areas (cafes, stores), a comprehensive childcare support center, a community care center, a hub English center, children's reading rooms, lifelong learning centers, general reading rooms, and a comprehensive resource room, focusing on education and culture.
The annex will house a health clinic and a health lifestyle support center, including physical therapy rooms, dementia prevention classrooms, educational program rooms, and oral health rooms.
The project began basic planning services in July last year, with site preparation starting in 2021, construction beginning in 2022, and completion targeted for 2024.
■ Ilgwang-myeon Office New Building Construction Project
The "Ilgwang Complex Anchor Facility New Construction" project, which transforms the Ilgwang-myeon Office (Administrative Welfare Center) into a cultural, welfare, and community space, was finally selected in the "2020 Urban Regeneration New Deal Project" contest hosted by the Ministry of Land, Infrastructure and Transport.
Gijang-gun will receive 5 billion KRW in national funds and 2.5 billion KRW in city funds over three years from 2021 to 2023. Including 4.1 billion KRW in county funds, a total of 11.6 billion KRW will be invested to build the new complex anchor facility on the site of the Ilgwang-myeon Administrative Welfare Center.
The Ilgwang Complex Anchor Facility will be a four-story building with a total floor area of 3,500㎡. The first floor will house the Ilgwang-myeon Office (Administrative Welfare Center) and the Romantic Cafe (gallery), the second floor will be a family communication and exchange space and a childcare information sharing and mutual care space, the third floor will operate education programs to strengthen resident capabilities, and the fourth floor will be a fitness facility for resident health promotion.
Basic and detailed design work is scheduled to begin in 2021.
■ Ilgwangcheon Stream Walkway Construction Project in Ilgwang-myeon
Gijang-gun is constructing a pedestrian path connecting parks, beaches, and other living (tourism) infrastructure from Ilgwang New Town. The first phase, a walkway along Ilgwangcheon Stream from Icheon Village to Hwajeon 2 Bridge in Ilgwang-myeon, has been under construction since January 2020.
The walkway is 3.6 km long and 2 to 3 meters wide, with a total project cost of 2.9 billion KRW. They plan to secure additional budget in the supplementary budget to extend the second phase to Sansugok Village.
The walkway will be built with decks and streetlights along the embankment and riverbank of Ilgwangcheon Stream, reflecting residents' opinions.
■ Ilgwang Beach Off-street Public Parking Lot Construction Project
To alleviate parking difficulties around Ilgwang Beach, the Ilgwang Beach Off-street Public Parking Lot project has been selected for the Ministry of Land, Infrastructure and Transport's Parking Environment Improvement Support Project, gaining momentum. Of the total project cost of approximately 8.4 billion KRW, 4.5 billion KRW in national and city funds will be supported.
The parking lot will be a flat-type facility with a total floor area of 2,459㎡ and 72 parking spaces. Detailed design was completed in the second half of 2019, land compensation is currently underway, and construction is planned to start in the second half of 2022, with completion and opening by the end of the year.
■ Gwangsan Village Saetteul Village Development Project
Gwangsan Village in 663-7 Won-ri, Ilgwang-myeon, Gijang-gun, was selected on March 5 last year as a target site for the "2020 Saetteul Village Project" contest hosted by the National Balanced Development Committee.
The project will invest a total of 1.55 billion KRW (1.2 billion KRW national funds, 100 million KRW city funds, 250 million KRW county funds). Gwangsan Village is the only forced labor historical site in Busan.
Basic and detailed design services have been underway since December last year.
■ Indoor Gateball and Badminton Courts Construction Project in Ilgwang Amusement Park (World Cup Village)
Indoor gateball and badminton courts are being constructed in the Ilgwang Amusement Park (World Cup Village) area. Located at 107 Won-ri, Ilgwang-myeon, the facility will have a total floor area of 1,850㎡ on one above-ground floor, with two gateball courts and four badminton courts.
The total project cost is 3.59 billion KRW (600 million KRW national funds, 2.99 billion KRW county funds). Construction started in April this year and is planned for completion in 2022.
Additionally, a walkway will be created within Ilgwang Amusement Park (World Cup Village) to be used as a children's forest experience center. The total project cost is 500 million KRW in county funds, with planning services starting in February and construction bidding scheduled for April.
■ Light Theme Road and Hiking Trail/Walkway Construction Projects
Gijang-gun plans to build a Light Theme Road connecting Gyori in Gijang-eup, Ilgwangsan Theme Forest Road, and Gomnaejae in Jeonggwan-eup.
They also plan to construct Light Theme Roads on the sections from Ilgwang New Town to Ilgwangsan Theme Forest Road and from Jeonggwan-eup Youth Training Center to Dareumsan Recreation Forest to Ilgwangsan Theme Forest Road.
In preparation for population growth in Ilgwang New Town, closed sections of the Ilgwangsan hiking trail will be restored and new sections established. Furthermore, a coastal walkway from Ilgwang New Town to Hak-ri will be constructed to allow residents to heal while viewing the sea.
■ Ilgwang New Town Light Theme Rose Palace Project
Gijang-gun is promoting the "Ilgwang New Town Light Theme Rose Palace Project," comparable to the Rose Learning Center at Witgol Park and the Rose Theme Park at Gumokjeong Park in Jeonggwan-eup.
They plan to create rose tunnels, rose parks, and light theme roads throughout Ilgwang New Town, including two abandoned retention ponds, apartment walkways, park walkways, river walkways, vacant land around apartments, walkways connecting apartments, roadsides, and sidewalks, transforming the entire Ilgwang New Town into a grand and magnificent "Light Theme Rose Palace."
■ Ilgwang New Town Traffic Congestion Relief Project
To alleviate traffic congestion caused by population growth in Ilgwang New Town, Gijang-gun plans to open an urban planning road connecting Ilgwang New Town and Hoenggye Village and to connect this road with Ilgwang IC and the national highway.

They are also reviewing adding an additional lane on National Route 14 from Gyori in Gijang-eup to Bansong. In the long term, they plan to consult with Busan City, Busan Urban Corporation, and the Ministry of Land, Infrastructure and Transport to open a bypass road connecting Ilgwang New Town, Gyori, Manhwa-ri, and National Route 14.
