[Agyeong Poll] 52% of People Say "The Cause of Jeonse and Wolse Crisis Is the Lease 3 Laws... Revision Is Needed"
Only 12% of Citizens Agree with Government's 'Wait and See' Approach
Core Jeonse Demand Group 3040 Less Supportive of Revision Necessity
[Asia Economy Reporter Lee Ji-eun] 52% of the public stated that the recent worsening of the jeonse and monthly rent crisis is due to the government's real estate policy failures, including the Lease 3 Acts, and expressed the need for their revision. Only 12% of the public agreed with the government's position that "we should wait until the policy effects are realized." However, the core demand group for jeonse, the 30s and 40s age groups, expressed opinions that the Lease 3 Acts should be supplemented or addressed through follow-up measures rather than revised.
According to a public opinion survey conducted by Asia Economy through Winzi Korea Consulting from the 15th to 16th, targeting 1,000 voters nationwide aged 18 and over (100% mobile phone virtual numbers, automated response), 51.9% of the public said that the direct cause of the rise in jeonse and monthly rent prices lies in the Lease 3 Acts and that they should be revised.
Additionally, 14.7% of the public agreed that the Lease 3 Acts are the direct cause but responded that instead of revision, supplementary measures such as expanding public rental housing would suffice. This means that 66% of the public pointed to the Lease 3 Acts as the cause of the jeonse and monthly rent crisis. Opinions that follow-up measures are needed to resolve the severe jeonse crisis, even if the Lease 3 Acts are not the direct cause, accounted for 13.2%, following closely. Thus, 28% of the public acknowledged the need for supplementary or follow-up measures regarding the Lease 3 Acts.
On the other hand, 12.2% of the public viewed the jeonse and monthly rent crisis as a temporary phenomenon and expressed the opinion that we should wait and observe until the current policy takes effect. Only 12% agreed with the government's diagnosis. The response "I don't know" also reached 7.9%.
Views on the impact of the Lease 3 Acts differed according to political support. Among supporters of the Democratic Party and the Open Democratic Party, only 18.3% and 23.0%, respectively, supported revising the law. In contrast, 85.6% of People Power Party supporters and 80.8% of People Party supporters agreed on revising the law. Among politically neutral centrists, 69.4% said revision was necessary. Furthermore, 82.4% of those demanding revision did not support President Moon Jae-in.
By age group, those in their 60s supported revision at 60.3%, and those aged 70 and above at 60.6%, while those in their 20s (ages 18-29) and 50s showed approval rates of 53% each. However, the core jeonse demand groups, those in their 30s and 40s, showed relatively less agreement with the need for revision at 46.2% and 41.6%, respectively. The opinions that the issue should be resolved through supplementary or follow-up measures were 33.3% for those in their 30s and 37.9% for those in their 40s. Also, the responses that the policy effects should be awaited were highest among all age groups in the 30s and 40s at 14.6% and 16.3%, respectively.
Opinions also varied by region. In Daegu and Gyeongbuk, 71% supported revising the law, while in Seoul and Busan, Ulsan, and Gyeongnam, 53% and 55% agreed on the need for revision, respectively. On the other hand, in Incheon and Gyeonggi, only 49.2% agreed with revising the law, falling below half, and in Gwangju and Jeolla regions, it was only 27.2%.

This survey was conducted nationwide among voters aged 18 and over on the 15th and 16th, with an overall response rate of 24.1%, totaling 1,000 respondents. The survey method was wireless ARS with 100% mobile phone virtual numbers. The sample was extracted with weighted values (cell weighting) by gender, age, and region based on the resident registration population as of the end of October 2020 from the Ministry of the Interior and Safety. The sampling error is ±3.09 percentage points at a 95% confidence level.
