Seocho-gu Installs the Most Speed Enforcement Cameras in Child Protection Zones in Seoul
2020: 49 Additional Speed Cameras Installed... Completion of Child Protection Zones at Elementary Schools and Kindergartens, Full Expansion to Daycare Centers in 2021
[Asia Economy Reporter Jong-il Park] Seocho-gu (Mayor Eunhee Cho) will complete the installation of speed enforcement cameras in all elementary schools (including special schools and foreign schools) and kindergarten child protection zones within the district by the end of this year.
In the past, speed enforcement cameras were mainly installed on arterial roads, making it difficult to monitor vehicles violating regulations within child protection zones.
To address this issue, Seocho-gu proactively initiated the installation project of signal violation and speed enforcement CCTV within child protection zones (school zones) starting in 2010. It was the first autonomous district in Seoul to secure its own budget, installing 21 cameras by 2019, and was recognized as a model case that led the way in solving the problem, attracting benchmarking inquiries from other local governments.
Even after the amendment of the Road Traffic Act (known as the Min-sik Act) was enforced last March, efforts were further accelerated, completing the installation of enforcement cameras at 15 elementary schools (including special schools and foreign schools).
This achievement reached the goal one year ahead of Seoul City's original plan to complete 100% installation in elementary schools by 2021.
In July this year, Seocho-gu took the lead in consultations with related organizations such as the Seoul Metropolitan Police Agency (Bangbae and Seocho Police Stations) during the additional demand survey for enforcement camera installation conducted by Seoul City, selecting 34 locations around kindergartens and elementary schools where signal violations and speeding complaints are frequent.
Once construction is completed this year, 70 enforcement cameras will be installed in 48 child protection zones, and it is expected that child traffic accidents will significantly decrease. In 2021, the plan is to expand installation comprehensively to daycare centers.
Along with this, Seocho-gu was the first in the nation to introduce the ‘runway-type crosswalk,’ which embeds LED guide lights on both sides of non-signal crosswalks with frequent accidents to ensure pedestrian safety in 2018.
Since its introduction in 2018, installation has been completed at 146 locations, reducing the recurrence rate of traffic accidents to 1%.
