Shin Won-sik: "North Korean Defection Reveals Flaws in Moon Jae-in's Defense Plan 2.0... Needs Reassessment"
[Asia Economy Reporter Lee Ji-eun] Shin Won-sik, a former military general and member of the People Power Party, criticized the North Korean civilian defection incident, calling it "a flaw revealed in Moon Jae-in's Defense Plan 2.0."
On the morning of the 5th, at an emergency committee meeting held at the National Assembly, Rep. Shin said, "We need to comprehensively re-examine Defense Plan 2.0."
He pointed out, "Whether the person is a soldier or not is not the essence. It is a bigger problem if a civilian crossed over," adding, "This exposes the flaw in Moon Jae-in's Defense Plan 2.0, which claimed that since we developed surveillance equipment, troop numbers could be drastically reduced."
Rep. Shin emphasized, "It is necessary to inspect whether the existing installed surveillance and prevention systems are functioning properly from a management and maintenance perspective," and added, "If they frequently malfunction even during peacetime, we need to verify whether they can be used during wartime."
Rep. Shin criticized, "From Roh Moo-hyun to Park Geun-hye, the principle of defense planning was 'to enhance combat power by deploying weapon systems first, and then reduce troop numbers when feasible,' but the Moon administration reduced troop numbers first," and said, "They aggressively implemented 'blind troop reductions' based solely on plans that weapons would arrive later."

He explained, "Some people think of defense reform similarly to corporate restructuring. While the downsizing logic to improve productivity is correct, the order is different," adding, "Since defense has zero supply elasticity, unlike companies that focus after pre-restructuring, defense must do the opposite."
