Gwangju Seo-gu Draws Attention with 'Active Administration' to Solve Maewol-dong Used Car Market Issues
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Seo-gu, Gwangju Metropolitan City (District Mayor Seo Daeseok) has resolved the long-standing issue of the Maewoldong Automobile Sales Complex through regulatory reform and proactive administration.
According to Seo-gu on the 4th, the Maewoldong Automobile Sales Complex, established in 2003 with 54 companies, has steadily expanded and currently houses 192 companies across six complexes, including Pungam 1, 2, and 3 complexes. It is the largest automobile sales complex in the Honam region.
However, among the established complexes, four were pointed out as not meeting registration standards during a 2012 audit by Gwangju Metropolitan City, which raised concerns.
According to the "Gwangju Metropolitan City Automobile Management Business Registration and Registration Plate Issuance Agent Designation Ordinance," exhibition facilities must be adjacent to roads at least 12 meters wide, but the roads in the problematic complexes were only 8 to 10 meters wide, failing to meet the regulation.
As a result, companies experienced inconveniences such as the inability to process transfer and acquisition approvals and restrictions on new registrations starting from February this year due to non-compliance with registration standards.
Complaints regarding fairness between complexes, restrictions on business owners' property rights, and disruptions to business operations continued without pause.
In response, the district held multiple meetings and discussions with the district mayor and actively submitted opinions on related ordinance amendments, requesting Gwangju City to relax the automobile sales business registration standards.
Based on this, Seo-gu and Gwangju City conducted on-site inspections and determined that maintaining the current road width would not cause traffic congestion or accidents and that the roads adequately function as adjacent roads, leading to the promotion of ordinance amendments.
The ordinance amendment, proposed by Gwangju City Council member Hwang Hyuntaek, passed the plenary session and was enacted on September 28. It revised the clause requiring exhibition facilities to be adjacent to roads at least 12 meters wide to roads at least 8 meters wide.
With this ordinance amendment, the Maewoldong Automobile Sales Complex has regained its function as a normal sales complex, and the relaxation of automobile sales business registration standards is expected to contribute to protecting business owners' property rights, easing regulations for small startups, and revitalizing the local economy.

A Seo-gu official stated, "We hope this ordinance amendment will further activate the Maewoldong Automobile Sales Complex," and added, "We will continue to strive to resolve residents' complaints through proactive administration based on field administration."
