Seoul~Munsan Expressway to be Completed as Scheduled in November
[Asia Economy Reporter Donghyun Choi] The 'Seoul-Munsan Expressway,' a key route in the northern metropolitan area, will be completed in November as originally planned.
According to GS Engineering & Construction on the 15th, Seoul-Munsan Expressway Co., Ltd. recently stated, "The construction progress rate of the Seoul-Munsan Expressway, connecting 35.2 km from Naepori, Munsan-eup, Paju City to Gangmae-dong, Deogyang-gu, Goyang City, with 2 to 6 lanes in both directions, has exceeded 96%, and preparations for opening will be completed as scheduled in November this year."
The Seoul-Munsan Expressway is being promoted as a private investment project with a total investment cost of 2.1971 trillion KRW, where the government supports some costs such as land compensation, and the rest is borne by the private sector. Seoul-Munsan Expressway Co., Ltd. is the project implementer, with GS Engineering & Construction participating as the lead company. Upon completion in November this year, all facilities will be donated to the state, and the management and operation rights will be granted for 30 years thereafter.
The Seoul-Munsan Expressway is the northernmost section of the national trunk road network plan from Iksan to Munsan, serving as a key section of the transportation network in the northwest Gyeonggi region. It is expected to significantly improve accessibility to Seoul and southern Gyeonggi from northern Gyeonggi, becoming a pillar of balanced regional development. In particular, it is noteworthy as a core section of the expressway directly connecting Seoul, Kaesong, and Pyongyang, potentially serving as a gateway in the era of inter-Korean exchange and cooperation.
Once this road opens in November, accessibility between Goyang City, Paju City, and the northwestern metropolitan area, including the 3rd New Town Changneung District, and Seoul and southern Gyeonggi will be greatly improved due to the previously insufficient expressway infrastructure. When the Seoul-Gwangmyeong Expressway is completed in the future, an expressway axis connecting Paju-Goyang-Seoul-Gwangmyeong-Suwon-Pyeongtaek will be created, reducing travel time by 35 minutes by car, enabling travel within one hour. This is expected to promote regional economic development, including improving local logistics conditions and expanding the metropolitan living area.
The expressway is also expected to play a gateway role in the era of inter-Korean exchange and cooperation. If inter-Korean economic cooperation is fully realized and the Seoul-Kaesong-Pyongyang Expressway becomes a reality, the Seoul-Munsan Expressway will serve as a bridge. It will be a private investment project symbolizing the improvement of inter-Korean relations through economic cooperation.
In particular, the successful execution within the planned construction period is expected to further boost GS Engineering & Construction’s private expressway projects. Previously, GS Engineering & Construction successfully led projects such as the northern section of the Metropolitan Area 1st Ring Road (Ilsan to Toegyewon) and the Cheonan-Nonsan Expressway, which are among the early private expressway projects in Korea. They have also participated in numerous central government private projects such as the 2nd Yeongdong Expressway, Guri-Pocheon Expressway, Sangju-Yeongcheon Expressway, and Oksan-Ochang Expressway, as well as many local government urban expressway private projects including the Seoul Gangnam Circular Expressway, Western Arterial Underground Road, Jemulpo Tunnel, and Busan Internal Circulation (Mandeok to Centum) Road, accumulating extensive private project experience.

A representative of Seoul-Munsan Expressway Co., Ltd. stated, “Since the GS Engineering & Construction consortium first proposed the project in 2003, there have been many challenges during the project implementation, such as minimizing damage to the metropolitan green axis and tunneling under Guksabong, but we have maintained the planned schedule without extension. We will do our best until the end to ensure there are no setbacks in the scheduled November completion.”
