Bucheon Video Culture Complex Communicates Through Citizen Advisory Group... 80% Support Development in Public Survey

View original image[Asia Economy Reporter Park Hyesook] Bucheon City in Gyeonggi Province has decided to create a dialogue channel with civic groups to listen to the voices of citizens and proceed with development projects, including the Bucheon Video Culture Industrial Complex.
The city has been promoting the project since selecting the GS Construction Consortium as the preferred negotiation partner in April last year, after inviting private sector operators in December 2018 to transform the Bucheon Video Culture Industrial Complex, which had been neglected for over 20 years, into a convergence complex for video, industry, residential, and commercial uses.
The Bucheon Video Culture Industrial Complex is a mega development project investing approximately KRW 4.19 trillion on a 383,000㎡ site to establish a hub for video, comics, film, and new content industries by 2026.
The city has been negotiating with the GS Construction Consortium for the business agreement through 46 rounds of talks since May last year.
Additionally, to advance the project, the city requested the city council to review the 'Shared Property Management Plan Amendment' related to the complex development of the Bucheon Video Culture Industrial Complex in December last year and January this year. However, the review proposal was rejected twice due to the need for consensus with citizens.
In response, the city held a public hearing on the complex development project of the Bucheon Video Culture Industrial Complex on July 30 and conducted a public opinion survey from August 1 to 3 to gather citizens' views.
The survey results showed that over 80% of respondents supported the complex development project. Supporters cited the enhancement of Bucheon City's status, increased real estate value, and creation of quality jobs for young people as reasons. Opponents pointed out traffic problems around the area due to the large-scale residential facility plans.
Based on the survey results, the city plans to form a consultative body with civic groups to listen to the opinions of the 20% of citizens opposing the development and proceed with the project.
