Yongsan-gu Hangangno 3-ga Resident Convenience Complex Facility Development
Utilization of Yongsan Central Park Harrington Square Donated Facilities...Youth Community Space, Startup Support Center, Indoor Sports Facilities, and More Occupied
[Asia Economy Reporter Jong-il Park] Yongsan-gu (District Mayor Seongjang Hyun) has completed the construction of a community convenience complex facility in the International Building Surrounding District 4 (Seobinggo-ro 17).
This utilized the donation facilities from Yongsan Central Park Harrington Square (public facility building and part of the office facility building).
The facilities include a youth community space and startup support center (3rd-4th floors of the public facility building), Our Neighborhood Care Center, public indoor playground, shared childcare space (2nd floor of the office facility building), and indoor sports facilities (basement 1 of the public facility building).
The youth community space is named ‘Yongsan Cheongnyeon Jium’. Covering 648㎡, it features a book caf?, healing room, mini cinema, seminar room, shared kitchen, auditorium, and exhibition hall. It is the largest youth community space in Seoul. The district plans to select a private consignment company in early October to lead youth skill development and capacity building, support and activate youth communities, and promote region-specific projects.
The Youth Startup Support Center is divided into startup incubation spaces (10 two-person rooms, 7 four-person rooms, 11 open seats), small meeting rooms, an operations office, training rooms, and community spaces. Its area is the same as Cheongnyeon Jium. The district and Sookmyung Women’s University Campus Town Project Team jointly operate the facility, charging minimal deposits, rent, and management fees from resident companies. They are recruiting 17 startup teams and 11 prospective entrepreneurs by the 9th.
Our Neighborhood Care Center is a customized care facility for elementary school students aged 6 to 12. It covers 143㎡ and is staffed by 4 professionals caring for 40 children.
Operating hours are from 12 PM to 8 PM during the school term and extended from 8 AM to 8 PM during vacations. In addition to regular care, hourly temporary care is also available. Educational programs such as yoga, math, and art are offered to meet children’s needs. Recruitment starts on the 21st.
The public indoor playground is named ‘Dodam Dodam’. It is Seoul’s first ‘child-participatory’ indoor playground in a district, designed from the early stages through a design camp encouraging children’s involvement. Covering 294㎡, it includes play areas and offices, with various play programs developed and operated mainly by a private consignment company. In July, the district enacted and promulgated the ‘Ordinance on Guaranteeing Children’s Right to Play in Yongsan-gu, Seoul’ as detailed guidelines for facility operation.
The shared childcare space is a hub facility for building a care community. It is divided into a program room, play area, and nursing room, covering 144㎡ with a capacity of 20 people. The Yongsan-gu Healthy Family and Multicultural Family Support Center manages it under consignment, focusing on developing parent-participatory programs and fostering a cooperative care community.
Finally, the indoor sports facility covers 666㎡. Its official name is ‘Hangang-ro Fitness Center’. It includes a gym, table tennis room, group exercise room (GX room), changing and shower rooms. The Yongsan-gu Facilities Management Corporation operates it under consignment, allowing residents and nearby office workers to use the facilities at affordable costs.
The International Building Surrounding District 4 consists of five residential-commercial apartment buildings (32 to 43 floors, 1,140 households), an office facility building (34 floors), a public facility building (6 floors), and a religious facility (5 floors), completed last month. It took about four years since construction began at the end of 2016.
The donation facilities span five basement floors and six above-ground floors, with a total floor area of 10,109㎡. In addition to district-run facilities, city-run facilities such as a book caf?, urban memory exhibition hall, child and youth arts education center, and performance hall are also established, expected to greatly enhance resident convenience.

Seongjang Hyun, Mayor of Yongsan-gu, said, “After many difficulties, we have completed the International Building District 4 Urban Environment Improvement Project. We have prepared spaces with facilities essential to residents, so we hope for active use and interest.”
The district plans to officially open the facilities at the end of October after about a month of pilot operation.
