On the 3rd, Chosun Central TV reported that heavy rain fell in the city of Wonsan, Gangwon Province, as Typhoon Maysak, the 9th typhoon, approached. The flooded area appears to be the coastal square in the center of Wonsan city.

[Asia Economy Reporter Kim Suwan] Due to the impact of Typhoon No. 9 'Maysak', heavy rain caused the downtown area of Wonsan, a major city in Gangwon Province, North Korea, to be completely submerged.
On the 3rd at around 6 a.m., Korean Central TV broadcast live footage of the flooded downtown Wonsan. The roads in downtown Wonsan were completely covered with muddy water, transforming into a large river-like scene, and the apartments, the Juche Tower building surrounding the wide square, and the street trees were all surrounded by water.
Wonsan, a major tourist city in North Korea, turned into a 'sea of water' because it fell under the influence of Typhoon Maysak and received 132mm of rain in just three hours.

The broadcast reported, "The characteristic of Typhoon No. 9 is that the rainfall is heavier than the wind," adding, "From 3 a.m. to 6 a.m. in Wonsan, a heavy downpour of 132mm concentrated, and the total rainfall from 9 p.m. on the 2nd to 6 a.m. on the 3rd reached 200mm."
