The Ministry of Land, Infrastructure and Transport and Korea Land & Housing Corporation (LH) announced the results of the "Basic Concept and Three-dimensional Urban Space Planning International Competition" for the Goyang Changneung and Bucheon Daejang new towns on the 31st.
With the basic concepts finalized for the two projects?building 38,000 households on 8.13 million square meters in Changneung-dong, Goyang City, Gyeonggi Province, and 20,000 households on 3.43 million square meters in Daejang-dong, Bucheon City?the basic urban concepts for all 3rd phase new towns, including Namyangju Wangsuk, Hanam Gyosan, and Incheon Gyeyang, have been completed. While integrated designs encompassing urban planning, architecture, and landscaping were carried out for other 3rd phase new towns, the Goyang Changneung and Bucheon Daejang projects are the first to conduct the basic urban concept through an international competition.
Since June, this competition, led by LH, was held under the theme of "A symbiotic city of coexistence and mutual growth." Unlike the traditional flat 2D planning method, the competition established specialized zones within the districts and developed a three-dimensional urban space plan accordingly. Additionally, to encourage participation from diverse firms and expedite urban development, the competition included plans for a pilot village of 1,000 households.

View original imageThe competition saw participation from seven leading domestic urban and architectural firms and eight overseas companies from the U.S., Japan, Denmark, and others. For Goyang Changneung, the consortium including Haean Comprehensive Architecture Office and the U.S. Supermass Studio won with the proposal titled "Inclusive Connected City." For Bucheon Daejang, the consortium of DA Comprehensive Architecture Office and the Netherlands-based KCAP Architects & Planners was selected with the winning entry "OPEN FIELDS CITY."
The winning design for Goyang Changneung by the Haean Architecture consortium, "Inclusive Connected City," is based on the vision of a city for "coexistence with adjacent areas, symbiosis with nature, and self-sustainability for future generations." The development concept emphasizes self-sufficiency, nature-first, street-centered design, and the creation of a third urban space. To realize this, the plan includes restoring damaged green and waterfront areas centered around Changneung Stream, establishing a street network considering public transportation accessibility, and setting 11 living zones through functional distribution that considers coexistence with surrounding areas.
Additionally, as a transportation measure, a complex central district will be placed at the intersection of the newly established Goyang Line and S-BRT, serving as a landmark for Changneung New Town.

View original imageThe winning design for Bucheon Daejang by the DA Group consortium, "OPEN FIELDS CITY," proposes six development directions: "coexistence with surrounding areas," "pedestrian-centered," "mixed-use," "future city," "eco-friendly and ecological," and "diverse landscapes." To implement these, the plan connects the district center with a mixed-use band combining residential, office, and commercial uses, and organizes three living zones: a self-sufficient green platform, an education and culture-centered Lake Park, and a park and leisure-centered Central Park.
The winning firms will not only have the right to carry out the three-dimensional urban space planning service but will also receive priority negotiation rights for designing the pilot village and be appointed as the Master Planner in urban design. They will collaborate with other field master planners, such as transportation, to create detailed plans for the new towns.

View original imageMeanwhile, with the basic urban concepts for all 3rd phase new towns completed, the government plans to establish district plans and begin compensation procedures for Namyangju Wangsuk, Hanam Gyosan, Incheon Gyeyang, and Gwacheon in the first half of next year, and for Goyang Changneung and Bucheon Daejang by the end of next year.
Furthermore, from the second half of next year, pre-subscription will be available for 60,000 public housing units in districts where district plans have been approved. By subscribing to the notification service on the 3rd phase new towns website, applicants can receive various subscription information, including pre-subscription schedules for their areas of interest, via text message in advance.

Kim Kyuchul, Director of the Public Housing Promotion Division at the Ministry of Land, Infrastructure and Transport, stated, "We will create a world-class city by integrating 4th industrial revolution technologies such as smart cities and advanced logistics into the 3rd phase new towns, developed together with domestic and international experts. We will also proceed swiftly so that citizens can feel the effects through pre-subscription next year."
