According to local media including the Inquirer on the 28th, Estil, a barangay captain in Cavite province in northern Philippines, recently hosted a COVID-19 prevention meeting using the video conferencing program 'Zoom'.
A barangay is the smallest local government unit in the Philippines, equivalent to a neighborhood in Korea.
In the video, Estil, a middle-aged married man, appeared to turn off his camera, but it was not properly turned off, and his sexual activity with a female employee in charge of accounting was fully exposed to the meeting participants.
One of the meeting attendees recorded this and reported it to the media, which brought the incident to public attention, sparking a wave of criticism mainly on social media.

Jonathan Malaya, spokesperson for the Department of the Interior and Local Government, said on the 27th, "This is a terrible and shocking incident. We will never tolerate such obscene behavior from local government officials who should set an example," adding, "If Estil's illegal actions are confirmed, he is expected to step down from his position as barangay captain."
