Hampyeong-gun to 'Advance Pay' Disaster Relief Funds to Flood Victims Starting September
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Hampyeong-gun, Jeollanam-do (Governor Lee Sang-ik) announced on the 27th that it will urgently provide disaster relief funds to local flood victims who suffered damage to houses and farmland starting early next month.
The county decided this to ensure the prompt stabilization of the victims' lives, although national government support is scheduled following the designation of the second special disaster area.
The county plans to first allocate 2.66 billion won from its reserve funds to cover the resources needed for the payment of disaster relief funds (private sector).
Since the allocation of national funds takes some time, considering the urgency of the matter, the county intends to reimburse the used budget later with national funds.
This disaster relief fund differs from the 'COVID-19 Emergency Disaster Relief Fund' previously provided to all citizens by the government.
Following the designation of 11 local governments in the southern region, including Hampyeong, as the second special disaster area due to heavy rainfalls on the 7th and 8th, the government is providing additional national funds to ease the financial burden of local governments for recovery costs.
The recipients are limited to local residents who suffered direct or indirect damage such as casualties and house flooding due to natural disasters.
According to the damage survey results compiled by the county so far, the recipients of this disaster relief fund total 136 cases, including 5 completely destroyed houses and 131 flooded houses.
Flood victims with completely destroyed houses will receive 16 million won, and those with flooded houses and commercial buildings will receive 2 million won each as disaster relief funds.
Additionally, disaster relief funds will be provided differentially according to the support rate to residents who suffered damage to their livelihoods such as farmland, and additional benefits such as recovery fund loans, deferment of national and local tax collection, exemption from national pension payments, and reductions in various public utility fees (electricity, telecommunications, water and sewage, etc.) will also be given.

Lee Sang-ik, Governor of Hampyeong-gun, said, “We decided to prepay disaster relief funds by prioritizing the use of county reserve funds so that the effect of the special disaster area designation can lead to early damage recovery for flood victims,” and added, “The county will continue to do its best to mobilize all administrative and financial support so that flood victims can return to their daily lives as soon as possible.”
