[Asia Economy Reporter Jo In-kyung] Starting from the 3rd, vehicles illegally parked or stopped in school zones in front of elementary school main gates will be fined 80,000 KRW for passenger cars.
The Ministry of the Interior and Safety announced on the 2nd that from now on, all local governments nationwide will impose a fine of 80,000 KRW, which is twice the amount for general roads, when residents report vehicles illegally parked or stopped in school zones.
The reporting targets are vehicles parked or stopped on roads in front of elementary school main gates (from the main entrance to the point where the road meets another intersection), and the operating hours are weekdays from 8 a.m. to 8 p.m., excluding weekends and public holidays.
Since April last year, resident reports of illegal parking or stopping in school zones within ▲5 meters of fire hydrants ▲5 meters of intersection corners ▲10 meters of bus stops ▲on crosswalks and other four major zones have been operated 24 hours a day, year-round, as before.
To report, use the Safe Report app’s '5 Major Illegal Parking' report screen, select 'School Zone,' then take and submit at least two photos clearly identifying the violation area and vehicle number (two front photos or two rear photos of the vehicle from similar positions). The photos must show safety signs indicating the school zone and parking prohibition (signboards or yellow solid/double lines).
After the resident reporting system for illegal parking on roads in front of elementary school main gates was implemented, a total of 5,567 reports were received nationwide during the approximately one-month guidance period, averaging 191 reports per day. By region, Gyeonggi-do had 1,166 reports, Seoul 681, and Jeollanam-do 482, in that order.

Kim Jong-han, Director of Prevention and Safety Policy at the Ministry of the Interior and Safety, stated, "The resident reporting system has a preventive effect by making drivers who intend to park illegally feel burdened and refrain from violations," adding, "We will promote the eradication of illegal parking practices in school zones by strengthening on-site enforcement by officers in parallel."
