By 2022, 26,000 Public Institution Jobs Created... Expansion of High School Graduate Ratio
Strategy for Achieving Social Value Outcomes in Public Institutions
[Asia Economy Reporter Kwangho Lee] The government plans to create 26,000 public institution jobs by 2022 and increase the proportion of high school graduate new hires.
The Ministry of Economy and Finance announced on the 21st that it has established a basic strategy to create social value outcomes in public institutions and selected five major target indicators (public institution jobs, social equity, ethics and fairness, safety, regional coexistence, etc.) to be pursued until 2022.
In the job sector, the goal is to create a total of 60,000 jobs in public institutions from 2017 to 2022. Excluding the 34,000 jobs created from 2017 to last year, the target is to create an additional 26,000 jobs from this year to 2022.
Public institution jobs will be focused on sectors closely related to citizens’ lives such as services, safety, materials/components/equipment, the 4th Industrial Revolution and Korean New Deal, and small and medium-sized enterprise development.
To enhance equity, the proportion of high school graduate new hires in public institutions will be increased from 8.4% last year to 9.6% in 2022 and 10.0% in 2023. Additionally, the proportion of female executives in public institutions will be raised from 21.1% this year to over 23.0% by 2022.
The Ministry of Economy and Finance plans to reflect the hiring performance of high school graduates in the management evaluations of public institutions to increase their recruitment.
Hiring irregularities will also be eradicated. By 2022, the number of public institution hiring misconduct cases will be reduced by 80%, and the integrity survey index of public-related organizations will be targeted to reach 8.8 or higher.
Public institution hiring misconduct cases decreased from 170 in 2017 to fewer than 50 last year, and the government aims to reduce this to about half of the current level. To ensure fairer hiring, measures to outsource and manage hiring procedures will also be prepared.
In the safety sector, the number of fatal accidents in public institutions will be reduced, and a 'Safety Grading System' will be implemented with results disclosed.
For regional coexistence, the number of companies settled in innovation cities will be expanded to 1,800 by 2022, and public institutions relocated to regions will increase the proportion of local talent hired.
The Ministry of Economy and Finance stated, "We will continue efforts to monitor and supplement field difficulties and suggestions to ensure institutional stabilization and improvement."
