Busan City Launches Nation's First 'Public-Private Joint Transfer Task Force'
Advance Identification of Central Government Delegated Tasks to Promote Substantial Decentralization

View original image[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] Before transferring the central government's authority to local governments, an "Office Transfer Task Force" will be formed in Busan to identify and organize the tasks that need to be transferred. This is the first time nationwide that a public-private joint team has been organized to discover transfer tasks.
Busan City plans to hold the inauguration ceremony for the Office Transfer Task Force at 2 p.m. on the 3rd in the small conference room on the 12th floor of City Hall, aiming to strengthen practical decentralization of power through function-centered office transfer.
The city decided to prepare for the government's office transfer and proactively identify tasks that can be coordinated between the city and districts/counties to further enhance local autonomy.
The Office Transfer Task Force consists of 28 members, including private experts in decentralization and public officials responsible for tasks from Busan City and its districts/counties. The task force will identify transfer projects centered on those responsible for the tasks and verify the effectiveness and feasibility of the identified projects through advice from private experts, then recommend the final identified transfer tasks to the government.
The city plans to focus on discovering transfer tasks related to its core industries such as maritime and nuclear power safety to produce tangible results. The final identified transfer tasks will also be used as data for functional coordination between the city and districts/counties.
Although the Local Government Transfer Act passed the National Assembly in January and is scheduled to be implemented from next year, there are many executive tasks currently implemented through agency delegation, and essential projects for securing maritime autonomy for the maritime city of Busan are excluded, showing limitations.
Busan City decided to proactively discover function-centered transfer tasks to address these issues. It plans to prepare for the second Local Government Transfer Act and actively respond to the government's office transfer policy.
Going forward, the city will conduct a full survey of transfer tasks between July and September, finalize the list of transfer tasks through expert consultation and coordination with related departments, and recommend it to the government in November.
