Sejong City Strengthens Disposal Standards for Land Alterations Aimed at Land Price Increases
[Asia Economy (Sejong) Reporter Jeong Il-woong] Sejong City announced on the 23rd that it will strengthen the disposition standards for illegal development activities such as unauthorized installation of structures for the purpose of land subdivision and landform changes aimed at land price increases, and will implement these measures starting next month.
The city has so far prevented indiscriminate development activities occurring in the region through comprehensive measures to prevent reckless development and the establishment of growth management plans. However, illegal development cases have actually increased from 5 cases in 2017 to 15 cases in 2019, according to investigations.
Accordingly, the city plans to minimize citizen damages caused when land without proper residential environment infrastructure or land without development permits is subdivided by strengthening the disposition standards for illegal development activities.
When illegal activities are detected, the restoration period granted will be shortened from the previous maximum of 9 months to 1 month. For land such as forest land, cutting and filling must be restored to the original ground, and structures must be demolished as a basic principle for restoration. If these are not carried out, legal action will be taken.
In addition, when there is a request for development permits after illegal development in the area, the city will make it mandatory to have the Urban Planning Committee review and advise, thereby inducing planned development such as supplementing infrastructure.

Labor Young, Director of the City Urban Policy Division, said, “We will guide planned development within the region through strengthening disposition standards and mandatory review and advice by the Urban Planning Committee. We ask citizens to check with the administrative office in advance whether the area is illegally developed to prevent property damage when signing land sale contracts.”
