Guro-gu Wins the 12th Dasan Mokmin Award 'Presidential Award'
Various Projects Beneficial to Residents' Lives Receive Widespread Praise Across 3 Areas?Yulgi, Bonggong, and Aemin?and 10 Indicators
[Asia Economy Reporter Jongil Park] Guro-gu (Mayor Lee Seong) has won the ‘Presidential Award (Grand Prize)’ at the 12th Dasan Mokmin Awards hosted by the Ministry of the Interior and Safety.
Accordingly, it will receive a special grant of 200 million KRW and a prize of 20 million KRW.
The ‘Dasan Mokmin Award’ is given to exemplary local governments that implement model local administration, inspired by the spirit of self-discipline (律己), public service (奉公), and love for the people (愛民) of Dasan Jeong Yak-yong.
The evaluation was conducted in two stages: the first document screening and the second interview screening. Guro-gu scored consistently high across 10 indicators in the three areas of self-discipline, public service, and love for the people.
Kang Byung-kyu, chairman of the Dasan Mokmin Award judging committee, said, “Guro-gu, as the hinterland city of Guro Digital Complex, attracted attention with policies that changed residents’ lifestyle patterns by utilizing various IT technologies,” and added, “Rather than pursuing superficial splendor, it has implemented policies that help residents’ real lives.”
Guro-gu was the first basic local government nationwide to introduce the Ombudsman system, which allows audits up to the mayor, and has fostered a clean public service atmosphere through various policies such as the Integrity Call, Integrity Sharing Room, and Integrity Certification System.
It also worked hard to discover and improve systems for residents. Examples of excellence include easing height restrictions in Gocheok, Gaebong, and Oryu-dong, relocating correctional facilities and implementing the New Stay project on the relocated site, and enacting the Children’s Safety Ordinance.
In addition, it received good evaluations for various welfare policies for socially vulnerable groups such as women, youth, the elderly, and multicultural families, as well as projects to expand libraries and create a green city, building living infrastructure.
Furthermore, by installing Wi-Fi networks and a dedicated LoRa (Low Power Wide Area Network) network for the Internet of Things throughout the region, it is leading the smart city creation project, attracting much interest.
The award ceremony was held on the 19th at the 4th floor grand banquet hall of the Government Sejong Convention Center in Sejong City. Mayor Lee Seong attended and received the award.

Mayor Lee Seong said, “I believe this award is an honor shared by the Guro-gu office staff and residents who worked hard to make Guro-gu a better place,” and added, “Taking this award as an opportunity, I will work even harder to serve residents and make Guro a better place to live.”
