Trade Commission Holds Public Hearing on Anti-Dumping Investigation of Vietnamese Plywood and Others
Vietnamese, Chinese, Chinese Coniferous, and Malaysian Plywood Construction
[Asia Economy Reporter Moon Chaeseok] The Trade Commission will hold a public hearing regarding plywood from Vietnam, plywood from China, coniferous plywood from China, and plywood from Malaysia.
The Trade Commission will provide stakeholders the opportunity to make direct statements at 10 a.m. on the 18th at the Government Sejong Complex.
About 30 people, including Trade Commission members, domestic producers, consumers, and representatives of exporters, will attend.
The hearing will cover four anti-dumping investigations: plywood from Vietnam (original investigation), plywood from China (second review), coniferous plywood from China (first review), and plywood from Malaysia (third review).
The Vietnam-related investigation is the original investigation. Following a preliminary ruling on April 16, provisional anti-dumping duties ranging from 9.18% to 10.65% have been imposed since the 29th of last month.
The Chinese plywood case is in the second review, and the Chinese coniferous plywood case is in the first review. Currently, anti-dumping duties of 4.57% to 27.21% and 4.22% to 7.15% are imposed respectively.
The Malaysian plywood case is in the third review, with anti-dumping duties ranging from 3.96% to 38.10% imposed.
'Plywood' is used for concrete formwork, interior and exterior building materials, interior decoration, and export packaging boxes.
The Trade Commission explained that plywood is a key raw material for the construction, shipbuilding, and furniture industries, and is an essential material for facility damage recovery in emergencies.
The domestic market size was approximately 900 billion KRW (about 1.7 million ㎥) as of 2018.
The domestic plywood market share of Vietnamese products is about 40-50%, while Chinese and Malaysian products account for about 10%.
The Trade Commission plans to make a final ruling in September on whether to impose anti-dumping duties on Vietnamese plywood (original investigation).

In August, the Commission will decide whether to extend the imposition of anti-dumping duties on three cases: Chinese plywood, Chinese coniferous plywood, and Malaysian plywood (completed reviews).
