Seodaemun-gu Mayor Mun Seok-jin Participates in Joint Declaration Urging Promotion of Happiness Policies
[Asia Economy Reporter Park Jong-il] Moon Seok-jin, Mayor of Seodaemun District, participated in the proclamation ceremony of the ‘Joint Declaration Urging the Realization of Happiness Policies’ held on the afternoon of the 11th at Sangha Farm in Gochang-gun, Jeonbuk.
The proclamation ceremony was hosted by the Council of Local Governments for the Realization of Happiness (Standing Chairman Kim Seung-su, Mayor of Jeonju), based on the recognition that ‘our society must urgently shift the paradigm from GDP-centered material growth to Gross National Happiness (GNH).’
The council is a domestic association of 36 local governments aiming to prioritize residents’ happiness in policy implementation and to build a happy local community together, established in October 2018.
At the proclamation ceremony, about 100 people participated, including 15 mayors, county governors, and district heads from the 36 member local governments.
They shared the view that ‘public policies prioritizing national happiness are the path we must take and the true future.’
As measures to realize this, the council urged ▲ institutional improvements for decentralization and expanded autonomy ▲ enactment of the Basic Act on Gross National Happiness ▲ formation of the Gross National Happiness Committee ▲ establishment of a Minister of Happiness (Ministry of Happiness) ▲ introduction of a happiness tax.

Mayor Moon Seok-jin emphasized, “When each local government develops and implements happiness policies reflecting regional characteristics and the demands of local residents, residents will be able to feel the enhancement of happiness in their daily lives,” adding, “Local governments must take the lead to raise Gross National Happiness.”
