Facility Improvements in Preparation for the Introduction of Illegal Parking and Stopping Resident Reporting System in Front of Elementary Schools
[Asia Economy Reporter Park Jong-il] Gangseo-gu, Seoul (District Mayor Noh Hyun-song) is preparing traffic safety measures to prevent traffic accidents in school zones and create safe school routes.
In line with the enforcement of the revised Road Traffic Act, known as the "Min-sik Act," the district will improve facilities and install signal and speed enforcement cameras in elementary school school zones to prepare for the illegal parking and stopping resident reporting system.
Starting June 29, the existing four illegal parking and stopping prohibited zones?▲within 5 meters of fire hydrants ▲within 5 meters of intersection corners ▲within 10 meters of bus stops ▲crosswalks?will be expanded to five zones by adding ▲school zones.
The reporting target is vehicles violating parking and stopping regulations on roads in front of the main gates of elementary school school zones.
To report, residents can submit two photos taken from the same angle at one-minute intervals through the "Safe Report" smartphone app. Even if enforcement officers are not present on-site, fines will be imposed on the violating vehicles.
Accordingly, the district will first install no-parking lines and signs in front of the main gates of all 35 elementary schools in the area, including Gagok and Balsan Elementary Schools.
In particular, starting in July, fines will be imposed on vehicles caught illegally parking or stopping in school zones, and promotional activities related to illegal parking enforcement will continue.
Additionally, signal and speed enforcement cameras will be installed in school zones to protect children's safety.
Twelve elementary schools have been selected, and CCTV installation will be completed by September, followed by a pilot operation, with full enforcement beginning in November.
The CCTV installation locations are Ujang, Jeonggok, Tapsan, Deunghyeon, Deungyang, Sumyeong, Baekseok, Banghwa, Gonghang, Gongjin, Gagok, and Balsan Elementary Schools.
