Deputy Commissioner Jo began his public service career in July 1989 as a Grade 7 public official. He has held various positions including Director of the Enlistment and Mobilization Bureau at the Military Manpower Administration, Director of the Gwangju-Jeonnam Regional Military Manpower Administration, Military Service Judge at the Gyeongin Regional Military Manpower Administration, and Director of the Military Service Investigation Division at the Military Service Resources Bureau.
