Busan City announced on the 24th that it will conduct a simulation drill on the 27th at 4 p.m. at the Happiness Civil Service Office on the 2nd floor of City Hall to prepare for emergencies such as assault and disturbance caused by complainants. This somewhat unusual drill testing the manual for responding to violent complainants will take place at the government building.
The simulation drill will be conducted like a real situation, with the Integrated Civil Service Manager as the overall leader and four emergency response teams formed: Reporting Team, Evacuation Team, Response Team, and Relief Team.
When an emergency such as assault or disturbance occurs in the civil service office, a rapid response to protect visiting citizens and civil servants will be carried out. The security guards will first physically restrain the complainant. Immediately after, when the emergency bell hotline linked with the nearby Yeonje Police Station is activated, the police will dispatch and the dangerous situation will be resolved.
Busan City has taken measures to ensure the safety of citizens and public officials by installing CCTV, recording phone calls, operating emergency bells linked to the security office, running an emergency bell hotline connected to Yeonje Police Station, and deploying security guards at the Happiness Civil Service Office to prepare for unusual complaints such as verbal abuse and assault.
However, as more threatening and violent cases have recently occurred, the city decided to systematically respond to safety accidents in the civil service office through regular simulation drills.

A Busan City official said, “The difficulties faced by civil servants in charge of complaints are great due to the behavior of complainants that goes beyond common sense,” and added, “We will improve emergency response capabilities through simulation drills to provide better civil service.”
