How Many Have Multiple Children? Ulsan City Begins Revising Local Ordinances...
Each Local Government and Department to Standardize the Definition of Multi-Child Families
[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] How many children does a family need to be considered a multi-child family? Ulsan City has taken the lead among local governments nationwide by revising autonomous regulations supporting multi-child families to provide a clear answer to this question.
According to Ulsan City on the 22nd, metropolitan cities and districts/counties across the country have lacked a unified definition of multi-child families, causing confusion among residents due to varying interpretations of age, number of children, and support details.
To eliminate this inconvenience, the city conducted a survey in January on projects related to multi-child family support standards (25 projects, 30 ordinances). Since February, the city and related departments in districts/counties have been planning revisions to establish a unified approach.
In particular, due to the unclear unified standard for the definition of multi-child families, a 'definition' clause was newly added to the "Ordinance on Low Birthrate Countermeasures and Support," and a plan was established in January to set standards for autonomous regulations related to multi-child family support, which have been inconsistently applied by the city and districts/counties. The city plans to complete revisions of 39 related autonomous regulations by the end of this year.
The content of the autonomous regulation revisions includes unifying individual autonomous regulations, which had different criteria for age, number of children, and support details, under the newly established definition of "multi-child family" in the "Ulsan Metropolitan City Low Birthrate Countermeasures and Support Ordinance." The city and districts/counties will also gradually unify these regulations by type, considering the specific characteristics of each project.
Ulsan City has completed amendments to 9 autonomous regulations so far and plans to enact and revise 12 more in the first half of the year and 17 in the second half.
