Man in 30s Arrested for Leaving Quarantine Residence and Stealing Card in Busan (Update)

View original image[Asia Economy Reporter Han Seung-gon] A man in his 30s who was arrested by the police for stealing and using a credit card after leaving his self-quarantine location was eventually detained after attempting to escape again from a temporary quarantine facility.
On the 11th, Sasang Police Station in Busan announced that they had arrested Mr. A, a man in his 30s who had entered the country from abroad, on charges including violation of the Infectious Disease Control and Prevention Act. This is the first case of detention of a self-quarantined person in Busan.
Mr. A, who arrived from overseas on the 29th of last month, left his residence without permission around 12:40 a.m. on the 6th during his self-quarantine period. He is accused of stealing the owner’s credit card at a karaoke room in Busan and then using it to make purchases worth about 500,000 won at a bar, convenience store, and other places.
After receiving a report of the stolen card, the police arrested Mr. A in the act. During the investigation, they confirmed that Mr. A was subject to self-quarantine and handed him over to the local health center at around 4:10 p.m. that day.
Mr. A was placed under self-quarantine again, and the health center visited his residence at around 9:10 p.m. to fit him with a safety band, but he had once again left his self-quarantine location.
Police who responded to the health center’s report conducted a search in the vicinity and caught Mr. A in an alley in Seo-gu at around 11:20 p.m.
Mr. A was quarantined at a lodging facility near Busan Station, a temporary quarantine facility for overseas arrivals, and tested negative for COVID-19.
The police stated that Mr. A attempted to escape without permission twice more from the temporary quarantine facility.

After Mr. A was investigated for the related incidents and returned home, he again left without permission and was caught. As a result, the police applied for an arrest warrant for Mr. A. Subsequently, Mr. A waived the pre-arrest detention hearing, and the arrest warrant was issued.
