Yongsan-gu Supports Vulnerable Special Employment and Freelancer Workers...Applicants with Median Income Below 100% and Recent Income Drop Over 30% Must Submit Application by 5 PM on the 22nd via Email
[Asia Economy Reporter Jongil Park] Yongsan-gu (Mayor Seong Jang-hyun) is stepping up to support vulnerable special employment (special types of employment, or "teukgo") and freelance workers who are struggling due to the spread of COVID-19.
The support targets special employment and freelance workers registered as residents in Seoul as of the 4th, who can verify their status as teukgo or freelancers through documents such as service contracts, appointment papers, or income certificates.
Eligibility includes those who have been unable to provide labor for 20 days or more from February 23 (when the COVID-19 crisis alert level was raised to 'serious') until the announcement date (May 4), or those whose average income in March-April decreased by 30% or more compared to their average income in January-February 2020 or January-December 2019.
The income criterion requires household income to be at or below 100% of the median income (▲1-person household 1,757,000 KRW ▲2-person household 2,992,000 KRW ▲3-person household 3,871,000 KRW ▲4-person household 4,749,000 KRW). This can be verified through the health insurance premium burden for March.
The support amount is 500,000 KRW per household (one-time only). If the application amount exceeds the budget, payments will be made starting from those with the lowest health insurance premium burden, rather than on a first-come, first-served basis. Overlapping payments with the ‘Seoul-type Emergency Living Expenses’ are also allowed. However, those currently enrolled in employment insurance as of the announcement date, those who have received unemployment benefits between February 23 and the announcement date, recipients of Seoul-type self-employed survival funds, and recipients of Seoul COVID-19 youth emergency allowances are excluded from eligibility.
Applicants wishing to receive support must submit the special support fund application form, qualification verification documents, and health insurance qualification confirmation by email by 5 p.m. on the 22nd (if the last digit of their birth year is 1 or 6, send to nodong16@seoul.go.kr; 2 or 7 to nodong27@seoul.go.kr; 3 or 8 to nodong38@seoul.go.kr; 4 or 9 to nodong49@seoul.go.kr; 5 or 0 to nodong50@seoul.go.kr).
In-person submissions are also possible at the Job Plus Center on the 5th floor of the district office (☎2199-6770). Related forms can be downloaded from the Yongsan-gu Office website under the News section.
Support payments are expected to be completed around June 5.
