Making the Northern Outer Ring Road of 'Haengbokdosi' Safe
[Asia Economy Reporter Yoo In-ho] The Ministry of Land, Infrastructure and Transport announced on the 7th that it plans to improve the road alignment and partially change the designated area to enhance vehicle driving safety and improve traffic flow on the northern section of the outer ring road in the Happy City.
So far, the Administrative City Construction Agency has raised concerns about the possibility of accidents in the northern part of Happy City, as the boundaries were set in 2005 considering legally protected areas such as the military airfield (altitude restriction zone), agricultural promotion zone, Yeongi Stream, and terrain features when the designated area was established.
Sejong Special Self-Governing City also proposed changes to the designated area for improving the alignment of the outer ring road following the confirmed relocation of the military airfield.
Accordingly, through consultations among related organizations including the Ministry of Land, Infrastructure and Transport, the Administrative City Construction Agency, Sejong City, and LH, a plan to improve the current outer ring road alignment was prepared to create a safer road environment.
The improvement plan moves the connection point between the currently planned outer ring road and Imnansuro approximately 300 meters northward, thereby easing the minimum curve radius of the road section over Miho Stream.
As a result, the designated area of Happy City announced in 2005 will be partially changed to incorporate about 98,000㎡ of farmland located south of Botong-ri. This is expected to increase the total designated area of Happy City by 0.13% compared to the original 72.91㎢.
A public hearing will be held at the Yeongi-myeon Office on the 26th to collect residents' opinions. Afterward, through consultations with related organizations and review by the Happy City Construction Committee, the final decision is planned to be made in July.

The Administrative City Construction Agency plans to proceed with the basic and detailed design of the outer ring road this year once the improvement plan is finalized, and start construction in 2022. The entire outer ring road (28.3 km) is expected to open by 2025.
