Mandatory Hiring of Local Talent at Public Institutions in Daejeon Region to Begin This Month

According to Daejeon City on the 6th, the amendment to the Enforcement Decree of the Innovation City Act passed the Cabinet meeting on the 4th and will take effect from the 27th of this month.
The amendment focuses on the mandatory hiring of local talent by public institutions in Daejeon. There are a total of 17 public institutions in Daejeon subject to the amendment, and the city expects the number of institutions required to hire local talent to increase to 51 due to the metropolitan expansion of the Chungcheong region. The Ministry of Land, Infrastructure and Transport is expected to announce the specific public institutions subject to mandatory hiring next month.
The amendment first defines the public institutions to which the mandatory local talent hiring obligation will additionally apply as public institutions relocated from the metropolitan area to non-metropolitan areas, and non-metropolitan public institutions that have succeeded or transferred all or part of public institutions located in or previously located in the metropolitan area, designated and announced by the Minister of Land, Infrastructure and Transport after review by the National Balanced Development Committee.
Additionally, the scope of local talent hiring is expanded to the Chungcheong region, combining 31 public institutions previously subject to mandatory hiring (10 in Chungbuk, 2 in Chungnam, 19 in Sejong) with 20 newly applied public institutions (17 in Daejeon, 1 in Chungbuk, 1 in Chungnam, 1 in Sejong), thereby expanding employment opportunities for students in the Daejeon area through the metropolitan expansion of local talent hiring.
The amendment also includes provisions to gradually increase the mandatory hiring ratio. Public institutions that have been subject to mandatory hiring will be required to hire local talent at rates of 24% this year, 27% next year, and 30% from 2022 onward. Newly applied public institutions, including 17 located in Daejeon, will increase the related ratios sequentially to 18%, 21%, 24%, 27%, and 30%.
In particular, the city expects that the metropolitan expansion of mandatory local talent hiring in the Chungcheong region will serve as a catalyst to broaden employment opportunities for local youth.
Heo Tae-jeong, Mayor of Daejeon, said, “Mandatory hiring of local talent will open up public institution employment opportunities widely for local students, enabling the provision of quality jobs,” and added, “Since mandatory local talent hiring by public institutions will be implemented from the 27th of this month, we hope job seekers preparing for public institution employment will achieve good results through thorough preparation.”
