Jeonnam Province Officially Begins Distribution of 'Emergency Disaster Relief Fund'
Cash Payments to Vulnerable Groups Starting from the 4th
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Jeonnam Province (Governor Kim Young-rok) is launching full-scale distribution of emergency disaster relief funds.
According to Jeonnam Province on the 3rd, from the 4th, the government’s ‘COVID-19’ emergency disaster relief funds will be paid in cash to vulnerable groups.
The total number of eligible households in the Jeonnam area is about 870,000, and approximately 525.7 billion KRW is expected to be required.
To this end, the province and cities/counties plan to cover the costs by using pre-established budgets and contingency funds.
The payment amounts are based on the number of household members according to health insurance premiums: 400,000 KRW for a single-person household, 600,000 KRW for two-person households, 800,000 KRW for three-person households, and 1,000,000 KRW for households of four or more.
Eligible recipients can check their status on the emergency disaster relief fund website starting from the 4th.
About 270,000 vulnerable recipients receiving basic livelihood security benefits, including basic pension and disability pension, will receive cash from the 4th without a separate application, using the existing welfare delivery system and account information.
Other general recipients can apply by choosing among credit/debit/prepaid cards and local gift certificates.
The application and payment procedures differ depending on the payment method, so special attention from recipients is requested.
Online applications for credit/debit cards can be made through card company websites from the 11th to the 31st, and offline applications can be made at bank branches linked to card companies from the 18th to the 31st.
A ‘visiting application’ service will also be operated for the elderly, disabled, and others with mobility difficulties.
Employees from town and township offices will visit recipients’ homes directly to complete the application and payment, making it easier for those with mobility difficulties to apply for the relief funds.
Restrictions will be placed on the industries and regions where the emergency disaster relief funds can be used. They cannot be used at large supermarkets, online shopping malls, or entertainment establishments, and usage areas are expected to be partially restricted by city and county.
There is a usage deadline. Credit/debit cards and prepaid cards must be used by August 31, and local gift certificates are also recommended to be fully used by August 31.
Additionally, the emergency disaster relief funds can be donated. When applying for the funds, applicants can indicate their intention to donate all, part, or more than the amount of the support funds.
If only a partial donation is desired, applicants can select the donation amount during application and receive the remainder as support funds. Donations are eligible for a 16.5% tax credit through next year’s year-end tax settlement.
Jeong Chan-gyun, Director of the Jeonnam Province Autonomous Administration Bureau, said, “We have formed a TF team centered on the project management team to support residents experiencing economic difficulties due to COVID-19 by distributing emergency disaster relief funds,” and added, “We will spare no administrative and financial support to revitalize the depressed local economy.”
